Description
What is the issue addressed by the commitment? Fiscal data should be made more accessible to the public and published in open format. In addition, since the publication of databases on payments made from the State Budget, it has been decided it is necessary to improve ways of providing better search options and transferring data in machine-readable form and free format, and making these freely usable, reusable and redistributable by anyone.
What is the commitment? Fiscal Transparency Portal
How will the commitment help solve the issue identified? ● Make public sector financial information available in an integrated manner, including information regarding local administration and public companies, since it is currently scattered; ● Ensure regular publication of accurate and relevant information on tax data as well as the option to make data open for re-use.
Why is the commitment relevant to OGP values? The measure is relevant to transparency, as it increases fiscal transparency, thus allowing citizens to more easily participate in budget preparation processes (which should result in more efficient rendering of public services). Furthermore, the measure is rel evant to public accountability, because by increasing transparency in budget and the entire underlying process, it will be possible to assess accountability of those who execute the budget and coordinate and manage public policy implementation.
Additional information The project is financially and technically supported by the International Monetary Fund (IMF) and started in 2022 - CD PROJECT: Cabo Verde - FAD/PFM - Fiscal Reporting - FY23 - FY24
Description of expected outcomes ● Improved disclosure of budget and fiscal data; ● More transparency in budget execution and management of public services
