Commitment Title
Training Programs on citizen participation in the Regional Government of Cajamarca
Problem
Participation mechanisms such as the Regional Coordination Council, the Participatory Budget and the Public Hearings have been implemented with certain limitations due to the political will of local governments, the extension of the territory and the rugged geography that hinder the participation of actors in participatory processes in the Cajamarca region, as well as restrictive laws and regulations that limit effective citizen participation. In addition to all of the above, civic education has been weakened in schools, colleges and higher education.
Status quo
From 2022 to 2025, it has carried out activities such as improving the capacities of the civil society Regional Coordination Council and other civil society organisations to participate in the Participatory Budget. In addition, the web application ‘Caxamarca Democrática y Participativa’ (Democratic and Participatory Caxamarca) was implemented, which allows people to vote and present ideas for public investment projects.
Action
The Sub Management of Planning committed to carry out a capacity building programme on the mechanisms of citizen participation of the Regional Government of Cajamarca aimed at various civil society actors in the Cajamarca region.
