Commitment Title

Follow-up and monitoring of the prioritised projects of the Participatory Budget process of the Regional Government of Cajamarca

Problem

Citizen oversight of the Cajamarca Regional Government's Participatory Budget has been carried out until the creation of the Oversight Committee; however, the members of this Committee have not fulfilled their functions in terms of follow-up and monitoring of the projects prioritised in the process. Their participation has been limited by various factors such as lack of commitment, lack of residence in different provinces, as well as a weak institutional framework, which means that their functions have no impact. In 2023, with the external support of the NGO Proética, a monitoring report was presented to the Regional Government of Cajamarca, which indicates that the oversight committees need help to carry out their activities.

Status quo

From 2023 onwards, the Oversight Committee got support through capacity building and thus generated the citizen oversight report. This has marked a start to strengthen the follow-up and monitoring of prioritised projects.

Action

The Sub Management of Planning is committed to follow-up and monitor the prioritised projects in the process on a quarterly basis through a coordinated work with those responsible for the executing units of the Regional Government of Cajamarca.

1. Create spaces for articulation between the government and non-governmental organisations, promoting actions that strengthen public integrity and citizen participation and oversight, that guarantee gender equity and that generate concrete actions in the face of climate change, thus contributing to the longed-for sustainable development of our region.

2. Train organised citizens to make use of their right to citizen participation and oversight on issues such as planning, budgeting and investment in the Regional Government of Cajamarca.
