Commitment Title
Implementation of the public integrity model in the regional headquarter and offices of the Regional Government of Cajamarca.
Problem
Problem: In the public institutions of the department of Cajamarca there is a regrettable institutionalisation of corruption, with a lack of knowledge and little or no commitment of the authorities, civil servants and public officials to the implementation of the Integrity and Anti-Corruption Model, and consequently there is a weak culture of integrity in Cajamarca.
Causes:
- Limited number of local actors committed to the promotion of public integrity and the fight against corruption.
- Limited involvement of the private sector in integrity issues.
- Limited of citizen participation in the oversight of public administration.
- Regional government with limited functional responsibilities for strengthening public integrity.
- Regional anti-corruption council with limited activity.
- Basic and higher education has little impact on building and educating the population in values.
Status quo
The Integrity Model is being implemented in the Regional Headquarter, with the aim of extending it to all its dependencies.
Action
The Regional General Management through the Integrity Functional Unit is committed to implement the public integrity model in the regional headquarter and progressively in its dependencies in order to strengthen the preventive and defensive capacity of the entity against corruption actions through assistance, technical support and monitoring.
How will the commitment contribute to solving the public problem described above?
Strengthen the preventive and defensive capacity of the entity against corruption, working on all the components of the Integrity Model, in most of the Organic Units of the Regional Government of Cajamarca.

What OGP value is this commitment relevant to?
Access to information | The implementation of the public integrity model involves a series of mechanisms aimed at preventing corruption based on international standards and good practices, which include strengthening transparency, open data, access to information and accountability. In addition, the implementation of the integrity model in an entity also implies its replicability in its organisation units. |
