Commitment Title

Realization of a number of ecological and environmental activities through the implementation of the Carthage Foodie City project: Edicitnet, Carthage Edible City.

Problem

Like many Tunisian cities, the city of Carthage faces many socio-economic challenges (rising unemployment, inflation, high cost of living, etc.) that require the reinvention of new mechanisms of municipal action and the implementation of new solutions to revitalize the environment. The existence of unexploited archaeological and green lands in the city of Carthage, with a significant number of job seekers and social cases that need help, implies the search for new ways to revitalize the economic and social fabric while taking into account the weakness of the city's budgetary resources and the imperatives of the policy of sustainable development on which the City inscribes its entire strategic vision of development.

Status quo

The official unemployment rate in the city of Carthage is 10.9% in 2014 (according to the National Institute of Statistics). According to the results of a survey conducted by the city (July 2022): 54% have been unemployed for more than 3 years. 47% of the unemployed live in the city of Mohamed Ali, 67% are women, 47% are aged 50 years and over, and 58% have a primary or secondary education level. When asked spontaneously, the main socio-economic problems cited by Carthaginians are pollution (25%), unemployment (17%), crime/insecurity (12%), and the high cost of living (10%). In assisted mode, the socio-economic challenges cited by the majority of Carthaginians (85-90%) are the weakness of the local economy, the lack of environmental awareness, the degradation of the coastline, unemployment, and the lack of involvement by public institutions. The degradation of archaeological sites, the lack of local food, the weak social cohesion and the absence of a circular system are cited to a lesser extent (68 to 76%).

Action

It is a question of piloting a social and environmental urban planning project that allows the city of Carthage to become a nourishing and autonomous city in this field. The project is in its phase of finalization and opening to the public and the actions to be finalized as part of this commitment are:- Develop a Master Plan for the transition of the urban landscape of Carthage into a nourishing City.- Develop an advocacy document for public decision-makers and legislators to adopt a law that stipulates the integration into the PPMV (Production and Development Plan) of urban agriculture in archaeological territories.

How will the commitment contribute to solving the public problem described above?

EdicitNet is an EU-funded H2020 project whose main objective is to bring added value to cities through urban food production and distribution. It is a major project for the development of the city of Carthage that will address the following 6 issues: social, ecological, archaeological, food, economic and political. Thus, the activities identified within the framework of Edicitnet will make it possible to support the economic activity and to offer jobs to the young Carthaginians, and to reduce the gap of social conditions (poverty) of the city. The city would count on itself to ensure its agricultural food and would become again a nourishing city with the exploitation of its archaeological grounds unsuitable for the construction.
