Problem

  • Young people need to know the sources of information.
  • Young people need tools to be able to check the veracity of news (fake news).
  • Promote critical analysis and propose social improvements through the analysis of open data.
  • Have open data converted into information that citizens can understand.
  • Generate interest in education and training in sociology/politics/statistics.
  • Give young people a voice so that they can transform their community.
  • Improve knowledge and awareness of the existing open data portal.

Status quo

OpenCohesion School programme based on projects funded by the Cohesion Fund.

Action

This action focuses on promoting awareness and use of the open data among young people via the modification of the OpenCohesion School programme.

The programme, currently being implemented in five schools throughout the territory, gives young people the opportunity to use data analysis to study a number of specific subjects. The aim is to launch a pilot scheme in a further 20 schools throughout the territory and provide an opportunity to address subjects that are not subsidised under the programme (e.g. social challenges).

The action is broken down into the following stages:

  • Identifying and defining the parameters of the new programme.
  • Creating a catalogue of resources provided by public administrations and other relevant organisations.
  • Coordinating implementation with the different actors involved.
  • Launching the first pilot scheme in 20 schools.
  • Raising the profile of proposals for improvement, so that they can be considered within the framework of public policy.

Some of the expected results mentioned include the following:

  • Promotion of participation on the part of young people in public policy.
  • Boosting of data-based analysis and critical perspective among young people.

Long-term vision:

  • Open government brings about cultural change, especially within the framework of public administration, and makes it possible to improve upon every public policy.
  • A work ecosystem is created in order to foster open government, in the form of a network that operates through structures that are open, shared and pluralistic (in terms of territory, gender, social strata, etc.) so that there is no single body that drags the rest of the organisations along with it; rather, different actors and individuals construct and create meeting spaces or hubs, adopting a communal and coordinated approach to progress.
  • An intergenerational, intercultural, gender- and diversity-based perspective is established for all of the processes that take place within the framework of open government.
