Commitment Title
Establish a multidisciplinary working group, predominantly citizen-based, with a gender perspective and with the authority to collaborate, promote, learn, review, evaluate, and issue opinions and recommendations in the planning and monitoring of rural decisions.
Problem
As a result of the citizen survey as well as the roundtables with specialists in the rural area, it was detected that there is an insufficiency of water and a lack of focus on the support or products for the rural area of the municipality, so it is sought to find a mechanism to link the rural area with all the support and options that exist to achieve the participation of more citizens.
Status quo
The Directorate of Rural Development is the agency in charge of providing rural communities with the necessary instruments that allow them, through different programs, support, and services, to improve the quality of life of families and promote the social and economic development of the rural area of the Municipality of Chihuahua. To achieve this goal, it is considered of vital importance to open more and better spaces for participation and articulation between municipal authorities organized civil society, and the citizens of the rural sector, in order to build an effective collaborative governance to address the problems and promote the social and economic development of the rural sector of the municipality.
The goal is to institutionalize a space for deliberation and participation where authorities and citizens can collaborate more effectively in the analysis and construction of projects and work models that contribute to the social and economic improvement of the rural area of Chihuahua City.
Action
- Reform the regulatory framework to expand citizen participation in this sector of the municipality.
- Consolidate an open, transparent, and participatory process for the formation of a multidisciplinary group that will generate a citizen space for the rural area of the municipality.
- Install and follow up on the Multidisciplinary Group, which will promote the real needs of the inhabitants of the rural area of the Municipality of Chihuahua.
How will the commitment contribute to solving the public problem described above?
Citizen participation and collaboration will be increased in decision-making and the development and implementation of economic and social public policies for the rural zone of the municipality.
Citizen participation in promoting the development of the rural zone will be institutionalized through the creation of a multidisciplinary working group, mainly composed of citizens.
A collaborative effort is promoted between government and civil society to strengthen and improve the design and implementation of public economic and social policies for the municipality's rural zone.
