Development of a method box for outreach citizen participation

Problem

Online and offline formats for citizen participation enable the targeted involvement of citizens. Nevertheless, many of the formats do not yet reach all people. Participation formats invite citizens to get involved proactively, but are often not yet where the people are.

Status quo

With the Guidelines for Citizen Participation, the Advisory Board for Citizen Participation and a dedicated staff position for citizen participation, the city of Detmold has a long history of citizen participation. Detmold was also the first city in Germany to introduce the open source online participation platform Consul. With the development of a method box for outreach participation, we want to innovatively develop citizen participation and further expand the culture of participation.

Action

The method box for outreach participation is intended to provide administrative staff with tools for implementing citizen participation with the help of outreach formats. Outreach formats are characterized by the fact that offers come where people are in their everyday lives and leisure time. In this way, participation can take place in familiar and trusting surroundings and encourage people to get involved who do not dare to make an active contribution or articulate themselves in other settings.

The new formats should activate more people to actively participate and make it even easier to get involved in urban projects in a co-creative way.

An open administration is characterised by being open and accessible to all people. This requires the administration to be more proactive in reaching out to those target groups whose trust in local governance structures has been weakened or who cannot get involved through traditional channels. Outreach participation formats take an activating, inclusive and integrative approach and strengthen balanced opinion-forming.
