Description

Problem to be addressed

 There is widespread concern about the lack of accountability of Metropolitan, Municipal, and District Chief Executives (MMDCEs) to their respective constituents. It is believed that, MMDCEs are non-responsive to citizens at the sub-national level because they are appointed by the President.

The commitment

The commitment is in two-fold: 1. Enhance Citizens’ Participation in Local Gov’t through election of MMDCEs. 2. Enhance Opportunities for Political Participation of Persons with Disability by passing the Persons with Disability Reenactment Bill, and the accompanying legislative instruments.

Contribution of commitment to solving problem

 The commitment is expected to make local governance more participatory and to make MMDCEs more responsive to the demands and aspirations of their constituents.

Relevance of commitment to OGP values

 The commitment advances the OGP value of participatory governance.
