Improving Service Delivery on Education and Health Sectors
Problem
The policy implementation for effective and equitable service delivery in the education and health sector through co-created processes that promote citizens' participation and ownership in education reforms continues to be low leading to delays in response from state actors to citizens’ demand for data information which lower the zeal for effective citizens’ participation in policy/ program implementation.
Narrowing citizens’ access to information around the budgeting and procurement process, at various stages still remains a challenge that hinders effective citizens’ participation and accountability in project delivery. In addition, low levels of engagement around policy formulation, review, and implementation continue to reduce the space for non-state actors' contribution to achieving development outcomes.
Status quo
- Limited level of inclusiveness, Infrastructural insufficiency, Inadequate system capacity, and non-sustainable resourcing/financing in Education and health sectors.
- Inadequate information and access to procurement data in both sectors.
Action
This commitment seeks to build citizens’ trust in governance through which quality education and health services are delivered in a transparent and accountable manner while ensuring citizens’ engagement in the implementation of various policies and access to useful procurement information that can aid informed decision-making, provide reliable feedback and improve accountability and transparency of the service delivery processes through public participation.

- Inclusiveness of People Living With Disabilities (PLWD).
- Access to enhancing school facilities for all.
- Increase retention and completion rate through available and enabling environment for learning.
- Increase the level of responsiveness to the needs and expectations of schools.
- Increase the level of citizens' feedback and evaluation of education service delivery.
- Increased level of citizens’ participation in the education delivery chain to ensure transparency and accountability.
- Gender parity is achieved in basic, and post-basic education in Kaduna State.
- Reducing out-of-school children.
- Improving quality human capital for Kaduna State.
- For Health, Transparency: The enhanced disclosure of health-related data and information in a more transparent manner to reveal how public resources are expended.
- Accountability will increase citizens' understanding of the available programs and decisions made through the disclosure of health data and information so that state actors can take actions that reflect better use of public resources
- Improved service delivery will help the government to achieve value for money, and provide civic spaces that allow citizens' participation, feedback, and evaluation of health care service delivery. This ultimately checks out unethical conduct and sharp/corrupt practices in the processes.
- Inclusion: Stakeholders from all walks of life will be allowed to interact, access, assess, and give informed feedback on how government programs meet their needs and impact their lives.

Civic Participation | The commitment is relevant to civic participation because it enables citizens to monitor budgetary provisions used to provide services that meet their needs from the Community Development Charter up to the Budget and procurement processes. This will increase the level of confidence in government and stimulate wider engagement by citizens. |
Public Accountability | This commitment is relevant to public accountability as it enables the participation of citizens in the oversight of the financial management of the services provided by educational and health institutions in terms of receiving and expanding public funding. |
