Commitment Title
Formation of the Green Course Action Plan, the development of the community’s economy. Community’s economy should be social and inclusive, climate neutral and ensuring growth.
Problem
It ensures the need for prioritization and a systematic approach to solving the city's environmental issues. It creates the strategic documents for the city that allows to coordinate and implement long-term development goals related to the field of green development. The city needs to develop the Green City Action Plan (hereinafter – THE GCAP).
The Khmelnytskyi GCAP offers the City of Khmelnytskyi the opportunity to align their long-term development goals with an aspirational green growth agenda. This will provide long term investment benefits into the city across multi-sectors, demonstrating commitment to the global green agenda.
Also, the creation of an interactive space for schoolchildren, students and adults “Gufi Center” will help to inform the main stakeholders about the waste management system and the impact of garbage on the environment, thus – it solves the problem of low public awareness of the proper management of solid waste. It provides a comprehensive and high-quality approach to teaching the population on proper waste sorting, recycle process, as well as impact of waste on the environment and people.

Action
- Development and implementation of the Green City Action Plan.
The Green City Action Plan (GCAP) will establish a green vision for the city, including strategic objectives, actions and investments, to ensure a sustainable future for Khmelnytskyi.
- Creation of an interactive space for schoolchildren, students and adults “Gufi Center” will inform about the waste management system and the impact of garbage on the environment.
An interactive center will be opened; awareness of the waste management system and the impact of garbage on the environment will be increased; 27,000 people will visit the center annually.
How will the commitment contribute to solving the public problem described above?
- The City will receive the guideline “Green City Action Plan” how to solve the main environmental problems, which will be assessed and prioritized with the help of the consultants of the project (experts), and stakeholders. The GCAP will include:
- Green city vision and strategic objectives;
- Environmental challenges and their socio-economic impacts;
- Priority challenges and key measures to address them;
- Measures for implementation; and
- Stakeholder consultation using GCAP presentation
- The Education Center will be opened – Gufi Center. Each year about 27,000 people will visit this center in order to be informed about the waste management topic.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Movement towards climate neutrality of the city of Khmelnytskyi by 2050. Provision of a new comprehensive and high-quality solid waste management infrastructure that meets European standards. The GCAP provides the city with an opportunity to agree on long-term development goals. Such an agreement will bring the city long-term investments in various sectors of the economy, demonstrating tendency to the global green development agenda. Formation of environmentally conscious behavior of the population in the field of solid waste management.
