Introducing the online platform for citizen feedback
Problem
There is a small number of people in the Kutaisi municipality, who are informed about the legal mechanisms of participation stipulated in the Local Self-Government Code. Consequently, citizen participation in local decision-making processes is low.
Status quo
In Kutaisi, there are just a few channels through which citizens would provide their opinion and feedback on existing municipal services to decision-makers. There is no online platform developed in the municipality that would evaluate the effectiveness of municipal programs by the beneficiaries themselves. Neither is there any electronic platform for identifying the local needs. As a result, the municipality does not have information about the level of citizen satisfaction in order to offer them improved services or information.
Action
This commitment envisages adding the platform "Citizens feedback" to the website of the Kutaisi municipality, which will enable any citizen to evaluate the municipal program and service that s/he used during the budgetary year. On the one hand, this platform aims to enhance the citizen participation in the decision-making process, and on the other hand - to increase the degree of accountability of local government. The platform will be compatible with smartphones and tablets.
There will be a universal questionnaire developed in order to evaluate the municipal program or service, which will be made up of multiple-choice questions, and which will enable the citizens to leave additional comments. After receiving the answers, and with the purpose of obtaining statistical information, the platform will automatically summarize the percentage of answers to the questions to be marked, which will be proactively published on the website of the municipality.
In order to better implement this platform, there will be an information campaign organized to raise awareness of the public on how to use the platform.
How will the commitment contribute to solving the public problem described above?
As a result of fulfilling the obligation:
- The municipality will have more information on the effectiveness of the programs implemented by the municipality;
- The problems identified by the needs assessment questionnaire will allow the municipality to improve the provision of services mentioned in the questionnaire or to address other areas of governance;
- The identified needs and appraisal of municipal programs will be taken into account while drafting the next year's budget.
- Stakeholders will have more information about the level of satisfaction and opinions of citizens.

The commitment is closely linked to the strategic vision of the Kutaisi Municipality, which aims at ensuring the high-quality participation in the decision-making and implementation processes by the local government. The commitment is also consistent with one of the objectives of Georgia's Decentralization Strategy 2020-2025, which involves promoting the higher participation of citizens in making and implementing the decisions by the local government.
