Ensure the development of the module ‘Information base of monuments of cultural heritage of Kyiv’ of the information-analytical system ‘Management of the property complex of the territorial community of Kyiv’
Problem
The protection of cultural heritage is an important area of state policy, the implementation of which directly affects the possibility of sustainable development of society. The preservation of cultural heritage sites is carried out to enable their use in public life for the benefit of present and future generations. Kyiv has a significant number of cultural heritage sites that require systematization of information on their condition for the purpose of their effective management, proper maintenance, and preservation. Currently, there are conflicts between business entities, residents of the territorial community, and the city authorities due to the lack of information about the cultural heritage sites of Kyiv. In the context of the war, the problem of preserving cultural heritage sites has become even more urgent due to the risks of damage or destruction. According to UNESCO, new digital tools are needed to protect Ukraine's cultural heritage, which will allow for prompt monitoring of the condition of cultural heritage sites and coordination of preservation efforts. Digital tools, such as integrated databases with geolocation, digital documentation and photographic materials, facilitate transparent access to information, monitoring of changes in the condition of cultural heritage sites and rapid response to threats. They also allow the public to be involved in the protection of cultural heritage sites, as is the case in many European countries.
Status quo
Lack of a single consolidated database: Previously, information on cultural heritage sites was scattered among various registers and agencies, making it difficult to access complete and up-to-date data.
Limited access to information: The public and stakeholders had limited opportunities to obtain detailed information on the status, technical condition, and owners of monuments, which hindered transparency and public scrutiny.
Problems with protection and preservation: Due to the lack of a centralized and updated database, there were difficulties in effectively monitoring the condition of monuments, leading to their gradual destruction or improper use.
In 2018, plans were announced to create an ‘Information Database of Cultural Heritage Monuments of the City of Kyiv’, which was intended to combine disparate data and provide open access to information about the capital's cultural sites. However, as of the start of the current Action Plan, the full functioning of this database has not yet been achieved, which underscores the relevance of the commitment to develop it and integrate it into the information and analytical system ‘Management of the Property Complex of the Territorial Community of the City of Kyiv’.
Action
The commitment envisages the development of the module ‘Information Base of Cultural Heritage Monuments of Kyiv’ within the information and analytical system ‘Management of the Property Complex of the Territorial Community of Kyiv’. This will facilitate the creation of a unified digital register of monuments containing up-to-date information on their condition, protection status and owners. The expected results include increased transparency in the management of cultural heritage, better public control over the condition of the sites, and more effective management. It is also envisaged that the system will be able to be integrated with other registers for the convenience of users. The overall goal is to create an open system for monitoring and managing Kyiv's cultural heritage sites, which will help preserve them, engage the community in their protection, and prevent the illegal destruction of historic buildings.
How will the commitment contribute to solving the public problem described above?
The development and implementation of this module will allow combining all information about Kyiv's cultural heritage sites in a single system, providing open access to it for all stakeholders. This is expected to increase transparency in the field of cultural heritage protection, improve the accounting and monitoring of the condition of sites, and engage the public in their preservation. As a result, the implementation of the commitment will contribute to more effective management and protection of Kyiv's cultural monuments, preservation of historical and cultural heritage for future generations, and increase public awareness of the city's cultural heritage.

The commitment to develop the module ‘Information base of cultural heritage monuments of Kyiv’ is directly related to the long-term goal set out in the national initiative ‘Open Government Partnership’, namely, ensuring transparency and accountability of public authorities through open access to information and active public participation in decision-making.
