Commitment Title

Ensure the expansion of the functional capabilities of the information and communication system ‘Software Platform for the Provision of Electronic Services, including Administrative Services’ (hereinafter - the PCS)

Problem

Despite the availability of basic electronic services, their functionality is insufficient to fully meet the needs of citizens and businesses. This leads to the need to visit administrative offices in person to receive services, which wastes time and resources. Existing electronic platforms often operate in isolation, without proper interaction with each other. This fragmentation makes it difficult to share data and coordinate between different agencies, which reduces the efficiency of service delivery. In turn, the effective use of expanded e-services requires training and support for citizens in the use of new digital tools. Expanding the functionality of the platform will create an integrated system that will provide convenient access to a wide range of electronic services, increase the efficiency of interaction between agencies, and promote the development of digital skills among the population.

Status quo

As of the start of the implementation of the OGP Local Action Plan, the information and communication system (ICS) ‘Software Platform for Electronic Services, including Administrative Services’ in Kyiv is already operational, but needs to be expanded to provide more convenient and efficient access to city services for citizens. Currently, the platform provides a basic set of electronic services, but limited integration with other city systems and the absence of some important functions hinder its full use. In addition, there is a need to improve the digital literacy of the population to increase the use of electronic services. Expanding the functionality of the ICS will create an innovative digital space that will help improve the quality of life of residents and develop the digital skills of citizens.

Action

The commitment provides for the expansion of the functional capabilities of the information and communication system ‘Software Platform for the Provision of Electronic Services, including Administrative Services’ (SCS). Expected results include increased efficiency of public service delivery, reduced bureaucratic obstacles, improved access to administrative services for citizens and businesses, and increased transparency and accountability of government agencies. The overall goal is to create an integrated and user-friendly e-services system that will facilitate the digital transformation of public administration and improve interaction between the state and society.

How will the commitment contribute to solving the public problem described above?

Expanding the platform's functionality will provide citizens with convenient and fast access to a wide range of electronic services on a one-stop shop basis, reducing the need for personal visits to administrative institutions.
The integration of additional services and functions will allow citizens to receive up-to-date information on the activities of the city authorities, contributing to the openness and accountability of local governments.
The introduction of new digital services will encourage residents to master modern technologies, increasing the overall level of digital competence of the population.
The platform will provide an expanded list of electronic services, including administrative, social and communal services, which will ensure comprehensive services for citizens in one digital space.
The updated interface and functionality of the platform will provide intuitive navigation and ease of use for different categories of users, including people with disabilities.
Reduced administrative burden: Automating the processing of inquiries and applications will reduce the workload of administrative staff, increasing their efficiency and reducing the time it takes to process citizens' requests.
Transparency of processes and accessibility of information will help strengthen residents' trust in the city authorities and increase community participation in decision-making.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

The commitment is in line with the long-term goal set out in the National Open Government Strategy, which is to:
Improving access to city services for citizens. The expansion of ICS will provide convenient and fast access to electronic services, simplifying bureaucratic processes and reducing corruption risks.
Ensure transparency and accountability of government agencies. Improved ICS will contribute to the openness of government agencies, as citizens will be able to access data on service delivery in real time.
Integration and modernisation of municipal e-services. The expansion of ICS involves the integration of various municipal platforms, which will allow citizens and businesses to conveniently interact with the authorities without the need for a physical visit.
Promoting the digital transformation of local government. Improving ICS is an important step towards the digitalisation of public services, which will optimise the work of city authorities and increase the efficiency of governance at all levels.
These goals are interconnected and aimed at creating a favourable environment for innovation and maintaining an efficient, transparent and accessible government system, which is one of the main directions of the Strategic Vision of Open Government.
