Develop and implement the Regulation on the Procedure for Holding Public Consultations in Kyiv
Problem
The development and implementation of the Regulation on the Procedure for Conducting Public Consultations in Kyiv (hereinafter - the Regulation) is an important step towards ensuring transparent and democratic decision-making at the local level. In the context of war and social change, community involvement in decision-making has become even more important: many citizens have increased their desire to participate in the development of the city, but the level of participation in management processes remains insufficient due to the lack of clearly defined mechanisms and rules. Taking into account the Law of Ukraine “On Public Consultations” adopted in 2024, which obliges local authorities to develop and implement a local legal document on public consultations, the development of the Regulation provides for the introduction of standards for public consultations, including the definition of stages, methods and conditions for public involvement in planning and decision-making at various levels. This document will enable Kyiv residents to become more active participants in city policies and contribute to the development of the city. On the other hand, it will become a tool for the city authorities to increase public trust and ensure the legitimacy of their decisions.
Status quo
As of the beginning of the implementation of the local Open Government Partnership Action Plan in 2025, Kyiv lacks a single regulatory provision that would regulate the procedure for public consultations with the public. Although some provisions on consultations have been approved earlier, for example, in 2020 for planning public spaces, there is no general document covering all aspects of interaction between the authorities and the community. This leads to fragmented approaches and limited public participation in decision-making. The adoption of the Law of Ukraine “On Public Consultations” in October 2024 creates a legal framework for the implementation of relevant procedures at the local level, but its provisions will come into force only a year after the end of martial law. Therefore, there is an urgent need to develop and implement a local Regulation on the Procedure for Conducting Public Consultations in Kyiv to ensure systematic and effective citizen engagement in city policy-making.
Action
The commitment envisages the development and implementation of the Regulation on the Procedure for Holding Public Consultations in Kyiv. This document will define the general principles of participation of local community members and legal entities in the decision-making process of local authorities. Expected results include increased transparency and accountability of local governments, as well as more active public involvement in urban policy making. The overall goal of the commitment is to create an effective mechanism of interaction between the authorities and the community, ensuring that the interests of residents are taken into account in the decision-making process. This will contribute to the development of democratic processes and strengthen citizens' trust in local authorities.
How will the commitment contribute to solving the public problem described above?
The development and implementation of the Regulation on the Procedure for Conducting Public Consultations in Kyiv will help to address the problem of insufficient public participation in the decision-making process of local authorities. Currently, the absence of clearly defined procedures for such consultations limits the ability of residents to influence the formation of city policy and reduces the level of trust in local governments.
The introduction of clear procedures for public consultations will ensure an open decision-making process, which will help increase public trust in local authorities.
By establishing clear mechanisms of interaction, residents will have a real opportunity to influence the development and implementation of city programs and projects.
Involving a wide range of stakeholders will allow for the consideration of diverse perspectives and needs, leading to more informed and effective decision-making.
The developed Regulation will become a regulatory framework that will establish the mandatory and regularity of public consultations in Kyiv.

The obligation to develop and implement the Regulation on the Procedure for Conducting Public Consultations in Kyiv is directly related to the long-term goal set out in the Strategic Vision of Open Government of the city, namely, ensuring transparency and accountability of local governments through active participation of citizens in the decision-making process. This commitment is aimed at creating an effective mechanism of interaction between the authorities and the community, which will allow taking into account the interests of residents in the formation of urban policy and promote the development of democratic processes in the capital.
