Establishment of a social inclusion club for vulnerable social class (women, people with disabilities, children, migrants, refugees, minorities, etc.):
- Universal access to services for all classes of society (women, people with disabilities, children, migrants, refugees, minorities, etc.);
- Developing a participatory strategy;
- Creating a cell to monitor, track and evaluate the implementation of this plan;
- Creating a regional mechanism for equity for these groups;
