Commitment Title
Maipú, a Commune for Children and Adolescents.
Problem
The importance of public space for life in society is widely recognised, as it allows for movement throughout the city, meetings between citizens or the development and recreation of children and adolescents. However, the rapid and unplanned urbanisation of Maipú, together with factors such as the prioritisation of private transport over public transport, have contributed to a process of devaluation and abandonment of public space by citizens. In this context, children and adolescents are excluded from public spaces because they are exposed to dangers derived from vehicular traffic, areas that do not incorporate their interests (play/safety), or exposure to different threats (pollution).
Status quo
One effect of the proliferation of COVID-19 was that children and adolescents had to restrict any encounters with their peers in private and public spaces. In addition, high levels of insecurity have conditioned families' use of public space nationwide. Although currently, it is not possible to count on studies that measure this impact on the use of public space at the communal level, it is possible to be aware of the magnitude of the importance of children and adolescents, who at the communal level represent over 25% of the total population.
Action
The overall objective is to develop interventions that contribute to making public spaces in Maipú safer, healthier, more accessible and suitable for play and movement for children, adolescents and their caregivers.
The committed actions are the following.
1: Implement a street closure pilot programme for children and adolescents to play and be physically active.
2: Children and adolescent roundtable on the governance of public space (every six months).
3: Provide play infrastructure to increase options for play and upbringing in public spaces.
4: Participatory mapping pilot with school establishments.
How will the commitment contribute to solving the public problem described above?
Output 1: Streets where children have space to play freely.
Outcome 1: Children and adolescents gain independence and social skills and strengthen their psychomotor development.
Output 2: A space for dialogue to evaluate, propose and coordinate improvements to the "playable streets" programme.
Output 2: Include the vision and experiences of children and adolescents in creating public spaces.
Output 3: Gender-sensitive skating rink.
Outcome 3: Diversify equipment for children and adolescents, incorporating them in an educational and didactic way into road life.
Output 4: Safe routes to schools implemented.
Outcome 4: Reduce the perception of insecurity in the daily mobility of children and adolescents.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Including children and adolescents in the city's public life strengthens community ties through the encounter of inhabitants in public spaces, thus strengthening citizen participation and collaboration. Complementarily, this objective and the commitment are generally aligned with the two government axes "Maipú en Común" and "Maipú Avanza". Therefore, the committed actions contribute to generating safer public spaces that stimulate the development of cognitive, motor and social skills of children and adolescents. Finally, by integrating children and adolescents, progress is made in terms of inclusion, as this social group is generally excluded from public spaces.
