Improve the digital accessibility of the municipality's website for people with disabilities
Problem
This commitment is a response to the inconsistent application of accessibility standards for materials from the website of the local government of Modriča for persons with disabilities.
People with disabilities are currently not able to participate with dignity, on the principles of equality and equality, in the processes that concern them personally and their families and community representatives.
The goal of the obligation is to increase the availability of published content on the official website of the municipality of Modriča for people with disabilities. The accessibility of information will encourage the civil activism of people with disabilities, who are currently passive, due to the inability to access, search, share, and disseminate information.
This commitment will contribute to the process of raising awareness of the importance of information accessibility for people with disabilities.
Status quo
Digital accessibility is the adaptation of websites and digital documents to people with disabilities, in order to provide them with unhindered access to digital content.
It is important that the municipal administration starts investing in the process of digital access to information and understands it as a form of two-way communication between citizens from marginalized groups and government representatives with the basic goal of improving the work of public administration.
Administrative procedures at the local level are complex mechanisms that serve all citizens, and their standardization can help reduce bureaucracy and contribute to improving the efficiency of local self-government bodies. In the municipality of Modriča, there are no uniform instructions that would help citizens from marginalized groups and municipal officials to exercise their rights and fulfill their obligations more easily.
This significantly slows down reform processes, including digitization.
Action
The measure includes activities aimed at encouraging better application of digital accessibility standards for people with disabilities in all local self-government units.
Content accessibility refers to the removal of barriers that prevent access and use of digital content to citizens with disabilities, i.e. the degree to which these people can use digital content, websites, and applications.
Office of the Mayor of the Municipality and the Department for Veterans and Disability Protection and General Affairs in cooperation with the Department for Economy and Social Activities will form a team that will deal with the planning of activities related to the organization of holding consultations with persons with disabilities.
Through this commitment, the following activities are planned:
- Creating the design of promotional activities;
- Organizing promotional activities.
How will the commitment contribute to solving the public problem described above?
This measure contributes to the additional improvement of the use of digital platforms in public institutions by persons with disabilities. By implementing the aforementioned activities, citizens with disabilities will have insight in one place into all current forms whose form and content are prescribed, as well as procedures that describe the way to exercise rights with the administration, along with the aforementioned competent authorities, services, and institutions.
Through the planned activities, this obligation will ensure that:
- All citizens are equal participants in the development of services at the local level;
- Through continuous interactions, there is a change that is much more than technical and infrastructural;
- Integrated and connected services are developed, which are available to everyone equally, which emphasizes the aspects of transparency and inclusiveness;
- Citizens' awareness of the importance of digital development for disabled people increases.
