Commitment Title
Open Government Strategy on Active and Inclusive Metropolitan Mobility - Green Corridors
Problem
The current urban mobility system in the Monterrey Metropolitan Area (MMA) is disintegrated and unsustainable economically, socially and environmentally, favoring individual automobile use over public and non-motorized mobility, in addition to poor road communication, road congestion in the MMA and the lack of connection between mass transportation systems. This situation is detrimental to mental health and increases a loss of habitability of the city, causing strong negative impacts.The Integrated Sustainable Mobility Program (PIMUS for its Spanish acronym) mentions that, in the MMA, 19% of short trips made near homes are made by car. It also states that only 32% of the road infrastructure in the MMA has sidewalks that comply with state regulations and 15% has universal access ramps for pedestrians. In addition, only 20% of the 28 kilometers of bicycle lanes in the MMA are reported to be in good condition.
Status quo
The mobility problem in the State of Nuevo León affects all its inhabitants, especially in the MMA. Currently, there are not enough alternatives and adequate modalities that allow non-motorized mobility. In addition, public transportation as an alternative means of transportation is deficient, since an average bus trip takes 68 minutes versus 33 minutes by car, according to the Integral Program for Sustainable Mobility (PIMUS). The PIMUS also shows that 79% of the daily modal split is by motorized means, while 19.8% is by non-motorized means.Likewise, there are no road safety conditions, statistics show that during 2021, Nuevo León registered 87 fatalities that were pedestrians, being the second place at national level and the statistics of Land Traffic Accidents in Urban and Suburban Areas 2021 of INEGI, show that Monterrey and San Pedro Garza García are in a high polygon of accidents.
Action
The cross-cutting report incorporates Open Government components from planning to implementation of the Green Corridors.
The drafting of a report where the specifications and diagnosis of the green corridors are condensed. This report will be accessible, timely and will comply with all proactive transparency and open data specifications.
A website where all the information on the projects will be housed as proactive transparency, from basic information, geolocation data of the projects, documents of interest, guides, success stories and the respective documentation of contracts and acquisitions in open format. It is complemented with face-to-face spaces for the presentation of information to the public.
A guide for the implementation of green corridors and other non-motorized mobility projects with participatory models for future stages in other municipalities.
How will the commitment contribute to solving the public problem described above?
The commitment will allow the process of instating the green corridors, from their conception to their implementation and subsequent evaluation, to have standards of participation and openness in order to achieve a more solid and legitimate project. In the long term, this has a direct impact on the larger objective of having complete streets that establish a first network of decent public spaces and, at the same time, encourage, through the connection of metropolitan origins and destinations, active and inclusive non-motorized mobility.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
On the one hand, at the macro level, this commitment is directly aimed at fulfilling the long-term vision of promoting an Open State model under three pillars: governments that are effective, transparent and open to the participation of all people.Specifically, government effectiveness and transparency point to the commitment because this report seeks to make the implementation processes as efficient as possible, in terms of participation and transparency, substantially improving accountability throughout the implementation of the project. Likewise, this commitment seeks to generate a Transparent and Accountable Government in a proactive manner, in the sense that the actions of the commitment aim to improve accountability and citizen participation in order to implement monitoring mechanisms to verify compliance with the agreements and goals of the non-motorized mobility project.

Access to information | Sustainable mobility projects in the state and municipalities require greater exposure of their implementation processes as well as their expected benefits and results. At the same time, it is important to open to the general population all the technical specifications so that during the expansion of the Green Corridors the expected standards are achieved in the same way in all sections. |
Public Accountability | The cross-cutting report and the web page will make it possible for citizens to monitor and evaluate the actions of the jurisdictions in terms of the projects. In addition, it will be a metropolitan accountability as it is a joint project with other government agencies. |
Civic Participation | Both the feedback channels that would be implemented and the guide of standards for citizen participation will ensure that the population can be involved in the constant monitoring of the projects and in the planning processes. |
Technology and Innovation for Transparency and Accountability | Incorporating the vision and model of Open Government to sustainable mobility projects allows, through collaboration, the innovation in processes that historically have been considered not very open to citizen participation. Likewise, this vision will help us innovate by presenting reports and creating activities that allow people to closely follow the processes and examine them from the perspective of transparency and accountability. Finally, technological innovation will be present in the commitment, as digital tools will be key to socializing and disseminating the activities carried out. |
