Commitment Title
Participation through innovation with open data - dataLABNL with Open Government
Problem
The State of Nuevo León lacks transversal policies and guidelines that favor Open Government, as a result, the people of Nuevo León do not have the guarantees, incentives, physical means, and enough information to promote participatory, social, and technological innovation, oriented toward the creation of collaborative public policies. The public administrations of Nuevo Leon have not created sufficient spaces that emphasize the openness, availability, accessibility, and reuse of public data in open formats, spaces that promote participatory spaces with different forms of mass collaboration and generation of new and innovative technological applications of a citizen nature, that enhance the development and use of collective intelligence to improve participatory and collaborative management processes for the generation of solutions to public problems in the state. However, there is a disruptive and visionary space that has sought to address this problem: dataLABNL. This commitment seeks to create a program based on dataLABNL, a program that is improved by the principles of Open Government, that drives innovation models for the promotion of participation with open data that moves towards the effective participation of citizens in government administration, through proposals that allow the collaborative development of policies that address the challenges of today's society.
Status quo
At the state level, there have been efforts to create and implement public policies aimed at the innovation and strengthening of participatory and inclusive governance that have had limited reach. This has been reflected in results such as those generated by the 2018 Culture of Legality and Citizen Participation Survey, which showed that the percentage of people involved in some form of citizen participation did so exclusively in electoral activities and that in contrast, only 8% of people in the state participated in the management and control of public policies. In addition to this, Nuevo León ranked eleventh at the state level as the federal entity with the least transparency and citizen participation, according to the 2019 Open Government Metrics generated by the CIDE and INAI, and 27th out of 32 in Open Government according to the Rule of Law Index 2021 - 2022 elaborated by TWJP. The State Development Plan 2022 - 2027, at the beginning of the administration in October 2021, identified that 90% of the state agencies and entities did not have any technological solution that would comprehensively solve the citizen demand for procedures or services, directly impacting a scarce integration of public policies that would guarantee technological innovation and the development of a Smart Government.
Action
The Secretariat of Culture, the Secretariat of Citizen Participation, and the Secretariat of Administration will develop the dataLABNL program with Open Government. The program will allow the people of Nuevo León, through physical and virtual tools and spaces, to use open data (preferably from the State Public Administration). Through the prototyping of solutions, the people of Nuevo Leon will ensure their permanent participation to create innovative and collaborative solutions to address public problems in Nuevo León. As a result of this commitment the role of people as active agents of change will be recognized in the generation of projects that address different issues and needs in Nuevo León, by following the principles of Open Government.
How will the commitment contribute to solving the public problem described above?
The commitment will address Administrative and Technological Government Innovation and Citizen Participation as it contributes to the co-construction of projects and policies that encourage Open Government practices. These tools will strengthen the mechanisms and spaces for public participation aimed to build collaborative governance and public value to provide efficient and quality services; generate efficient and timely public policies addressed to solve public problems effectively.
