Commitment Title
Strengthening the digital transition in the Oriental Region
Problem
Among the problems that will be solved by the implementation of the commitment, we cite:
- The existence of digital disparities between the region's communities, particularly between urban and rural areas;
- The high rate of illiteracy, particularly digital illiteracy;
- Difficulty in accessing information;
- The absence of a global digital platform facilitating access to basic services for citizens;
- The lack of digital tools to support citizen participation and the submission of suggestions;
- The lack of a digital culture among a large part of the region's population;
- The absence of a master plan for the digital transition of the Oriental Region.
Status quo
The Oriental Region, which is so vast, has certain territorial disparities in terms of infrastructure, including digital infrastructure, which prevents the widespread use of digital tools, particularly in outlying rural areas. The use of non-digital procedures is the most common in the Oriental Region, and the digital processing of various files still falls short of the expectations of decision-makers and the general public.
Action
The aim is to develop and implement various projects and activities with the general objective of strengthening digital transformation in the region and achieving the following specific objectives:
- Digitalizing the Region's administrative procedures;
- Helping to open up the region to digital technology;
- Helping to embed a digital culture among the region's stakeholders;
- Encouraging innovation in the digital field;
- Enhancing transparency by publishing concise, up-to-date information;
- Improving access to the various services through simple mechanisms;
- Strengthening digital citizen participation;
- Improving administrative efficiency;
- Strengthening the skills of managers and elected representatives;
- Digital management of petitions submitted by citizens and associations;
- Launching a study to draw up a master plan for the Region's digital transition.
These objectives aim to promote digital integration and improve local governance in the Oriental region.
