Commitment Title

Support integration of the gender approach into the Oriental Region's projects

Problem

Among the problems that will be solved by the implementation of the commitment, we cite:

  • The low participation of women and vulnerable groups in development-related decision-making;
  • The lack of gender-disaggregated data to support decision-making and ensure social equity;
  • Low level of gender integration in regional development projects;
  • Low awareness of the importance of integrating the gender approach into regional development projects.
  • Improving access to services and supporting the initiatives deployed by local public and associative players in the field of migration so that they better respond to the needs and aspirations, administrative rights and priorities of migrant people.

Status quo

Despite the efforts made by the Moroccan government, territorial collectivities (notably the Regions) and civil society organizations to integrate the gender approach, the results of the 2024 General Population and Housing Census showed that the Oriental Region has high rates of socio-economic indicators for women: the illiteracy rate is 28.3%, unemployment is 38%, and the activity rate does not exceed 12.4%. The Moroccan legislator introduced petitions as a tool of participatory democracy, which allow citizens and associations to file petitions with the Region to address issues of concern. However, the rate of petitions addressing gender integration filed with the Oriental Regional Council is nil, and has been since the implementation of advanced regionalization in 2015.

Action

The aim is to develop and implement activities to support gender integration in the planning, implementation and evaluation of the region's projects. The overall objective is to raise awareness of the importance of gender integration in regional development programs. The commitment aims to achieve the following main objectives:

  • Strengthen gender equity and equality in the Region's projects and programs;
  • Improve the participation of women and vulnerable groups in regional development;
  • Improve transparency and accountability in gender integration;
  • Increase stakeholders' awareness of the importance of integrating the gender approach into regional development projects;
  • Increase women's awareness of their rights and the mechanisms for defending them;
  • Increase awareness of living together without discrimination.

How will the commitment contribute to solving the public problem described above?

Among the products and results expected once the commitment is implemented we cite:

  • Improving the Oriental Regional Council's consideration of gender integration in regional projects and policies;
  • Guarantee and increase the participation of women and vulnerable groups in the design and implementation of regional development projects;
  • Anchor the importance of integrating the gender approach into development projects among all territorial players;
  • Design and propose to the Oriental Regional Council the creation of a regional observatory dedicated to integrating the gender approach into regional policies;
  • Establish regional leadership in gender issues.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

The long-term objective of the strategic vision to which this commitment relates is to improve the integration of the gender approach in all regional projects and programs through the following actions:

  • Capacity building in integration of the gender approach;
  • Setting up gender-sensitive budgets;
  • Raising awareness of the importance of integration of the gender approach;
  • Setting up a regional gender leadership committee;
  • Development of a regional gender database;
  • A participatory proposal to set up a regional gender observatory;
  • Conclude and implement gender agreements;
  • Include activities dedicated to women and children in the 2026 and 2027 budgets.
