Establishing a Coordination Council
Problem
This commitment aims to address the ineffective monitoring of the Open Government Action Plan in Orzhytsia. In the absence of a clear governance structure or appropriate mechanisms, there is a risk of policy implementation, reduced public coordination and trust in local authorities, and limited citizen participation in decision-making processes. There is also a lack of monitoring, progress tracking, and necessary adjustments to address inefficiencies in the action plan. This lack of transparency and collaboration ultimately hampers local government's ability to improve public services and develop a better system, resulting in inclusive and constructive challenges in a participatory governance environment.
Status quo
Currently, there is no formal and coordinated mechanism to monitor the implementation of the Open Government Action Plan in Orzhytsia. While local authorities have made efforts to involve the public in governance, these efforts remain unstructured, and there is limited collaboration between different departments and stakeholders. The absence of a Coordination Council means that there is no single body to monitor, evaluate, and ensure the successful implementation of the Action Plan.
Action
This commitment aims to ensure effective coordination and monitoring of the Open Government Action Plan through the establishment of a Coordination Council bringing together local authorities, civil society, and experts. The main actions include: Developing and approving the terms of reference for the Coordination Council. Establishing the Council, which is made up of local government officials, civil society representatives, and experts. Establishing a monitoring and evaluation system to track progress. Launching public awareness campaigns to keep citizens informed.
