Commitment Title

Spread the social participation through the territory for citizens participated at the formulation process of budget and its monitoring, occupying the spaces, strengthening the transparency by a citizen language

Problem

This commitment intends to surpass some challenges in state and society relationship, especially population distrust at the public service. The whole process puts these two stakeholders far apart, the extensive technicality language that the actual budget brings, the difficulty between the planning schedule with the resource application and what the public demands decided at the participative process are some of the reasons that disturb this relationship. Added to these problems faced by direct democracy, there are others kind of trammels that social participation face, such as long work hours and family responsibility that troubles this stakeholder's participation. The commitment co-creation revels that Osasco still have high levels of bureaucratization of public processes, its citizen doesn't feel part of the planning process, doesn't have a channel to dialogue with people and if there is something that can be related to that is disorganized and limit to the center of the city, on top of that, there isn't a well-structured language to talk about public resource.

Status quo

Indicators has shown where social participation stands today in Osasco, at our transparency platforms “Visão 360” and “Portal da Transparência”, in 2020, we had a total of 3.822.199 accesses, social participation platform “Participa Osasco” had 11.601 at the same year. Additionally, Osasco’s Administration had 2 public consultation and 2 public hearings also in 2020. Finally, when comes to actual social participation we have “Conselhos Municipais” an organization related to aspecific theme (health, education, etc) which their members can be anyone, citizens, bureaucrats, entrepreneurs and so on, and they have some level of decision-making, at 2021, 62,5% of these organization were active in Osasco.

Action

The commitment intends to teach and bring awareness to bureaucrats on how to make budget language accessible and comprehensive to public in general, sharing knowledge and making citizens feel part of the territory and its policies by using technology and didactic material, besides promoting simpler process with guaranteed wide and accessible communication. Also, making public data understandable and attractive to social participation. Hopefully, we will be able to reinvent approaches, facilitating and stimulating society to participate in making public policies and also, making a well-structured accountability platform for present the result of this participation.

How will the commitment contribute to solving the public problem described above?

As for the products, the expectation is that the implementation of the commitment will enable the territorialization of the participation of the population of Osasco in discussions and decisions during the preparation of the municipal budget; reactivate the inactive "Conselhos Municipais”in order to re-establish the actions and activities of this instance of social participation and communication with citizens; increase in the number of participants in the actions of participation and transparency in the elaboration of the municipal budget. In terms of results, it is expected that the implementation of the commitment will make the City Hall better suited to the commitment to open government and that the population itself will be connected with this agenda through participation in activities and initiatives in this regard, in addition to the collaboration in this cultural transformation.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

This commitment is related to Open Government Strategic Vision that are about the relationship between the citizens and governamental administration to improve the social participation, by the internet or not, in all Osasco’s districts for a public policy that is made together. In this case, the co-creation process bets on theme of social participation in the public budget as fundamental for people know the work of the city hall and also to simplify the proceedings and the public comunication for a bigger and more effective participation in the formulation, implementation, monitoring and avaluation of the public policies.
