Description

Brief description of the commitment: Develop a National Open Data Policy to consolidate the opening of data in reusable formats, to improve levels of transparency, accountability, and access to public information.

What is the problem that the engagement seeks to address? The main problem is the lack of willingness of public institutions to share their data in open formats or the lack of knowledge about them. And this is largely due to the lack of a national open data policy and the lack of legal regulations to support it, which is why it is left to the goodwill of public institutions to share open data. On the other hand, there are some institutions that already have their own institutional open data portals, where they open data, but in isolation, without linking them to the Government Open Data Catalog. All this is since there is no mechanism to unify the efforts of the entire government in this area, with a view to satisfying the information needs of civil society. Finally, it is worth mentioning that there are international indicators (rankings) that measure how countries are progressing in terms of open data openness in various categories, and Paraguay is no exception.

What is the Commitment? The creation of a National Open Data Policy will allow for the integration of the open data agenda, an effort that will be more effective than opening data in isolated ways, through: 1) Draft Policy. 2) Legal Counsel's Review Opinion. 3) Drafted Policy Guidelines. 4) Draft Policy socialized via web. 5) Public Hearing Report. 6) Draft Policy with incorporated suggestions. 7) Feasibility Report on the incorporation of citizen suggestions. 8) Decree of the Executive and/or Declaration of Interest of the Branches of the State. 9) Report on training, workshops or campaigns carried out. 10) 2 (two) campaigns carried out through visual media on the MITIC platform.

How will you contribute to solving the problem? Include the citizen's vision to prioritize actions and incorporate institutional changes, working with the government and civil society organizations to understand how to move towards "openness by default". As institutions incorporate the open data agenda, they will be incorporated in its entirety.

Why is it relevant to OGP values? This commitment will favor citizen access to more government information, as the national open data policy consolidates the process of opening government data in reusable formats. This commitment will favor accountability, since the institutions will publish information on the management of the institution in relation to fundamental issues such as administrative, social, economic, financial, and others in open format. With the creation of the National Open Data Policy, the proactive participation of citizens will be encouraged, since they will be able to request the respective institution to release data sets of their interest, in open format. And from the data, they will be able to elaborate projects, proposals and control the government's management.
