Conecta Pastaza: Developing portal for road monitoring and transparency system

Problem

Pastaza faces significant limitations in the socialization and citizen participation in road analysis and planning. This deficit particularly affects indigenous communities, who perceive a lack of consultation and accurate information. Additionally, the high volume of requests for road construction and maintenance makes it difficult to standardize and make this information accessible. Internally, the local government faces challenges in organizing and communicating its road planning, which limits transparency and citizens' access to key information about projects, works, and projections.

Action

Develop an integrated monitoring and dissemination system for road planning, which includes a digital portal accessible to citizens and parish GADs. This portal should be linked to local media and consider existing tools, such as the public works portal. It should also address the digital divide through inclusive strategies that ensure access for populations with technological limitations.

How will the commitment contribute to solving the public problem described above?

Initial Diagnosis: Working sessions with communities (prioritizing indigenous populations) and key stakeholders (community leaders, parish GADs, civil society) to identify road information needs and preferred formats (verbal, visual, digital). Outcome: Map of needs and gaps.

"Conecta Pastaza" Portal: Digital platform for citizens to: access a catalog of public works/projects/projections; consult interactive maps (community needs/road priorities); view project justifications; participate via surveys/forms.

Socialization & Training: Informational campaign explaining portal use via appropriate channels (radio, meetings, posters). Ensure reach in low-connectivity areas via non-digital strategies. Train parish GADs and stakeholders on portal use.

Monitoring & Evaluation: System to measure portal usage and satisfaction. Alert module for road maintenance/emergency reports to encourage real-time interaction.
