Commitment Title
Diverse, active and participatory Pichincha: Co-Creation of the model of Management of intersectoral tables on rights, gender and sexual diversity generic of Pichincha.
Problem
The need to have spaces for civic participation aimed at diverse women and LGBTI+ individuals, to formulate proposals for public policies and projects that allow for the achievement of gender equality, but also to enable the monitoring of public policies that are already underway to achieve spaces of gender equality free from violence, discrimination, and exclusion.
Status quo
Efforts have been made in various spaces to promote civic dialogues with diverse women and LGBTI+ individuals from the province. Technical products have been developed such as: Colibrí Points, “Pichincha is Diverse: A Toolkit to Strengthen Public Policy with a Focus on Equality and Non-Discrimination,” and the Popular Feminist Agenda, from the voices of women, diverse individuals, and LGBTI+ people of the province.
Action
Co-create a management model that allows for the establishment of consultative public management spaces through dialogue and civic participation for the exchange of information. This should promote the development of public policies, projects, and proposals for the prevention, protection, and support of victims and survivors of gender-based violence and priority attention groups. Strengthen this mechanism as a space for civic participation to facilitate the exchange of information, promoting the development of public policies, projects, and proposals for the prevention and support of victims and survivors of gender-based violence, sexual diversity, and other priority attention groups.
How will the commitment contribute to solving the public problem described above?
It is expected to develop a management model that enables the creation of a Women’s Sectoral Roundtable and an LGBTI+ Sectoral Roundtable, ensuring representatives from both groups. From this platform, public policies can be formulated, and existing public policies monitored. This approach will establish a permanent space for citizen participation, which will also facilitate the dissemination of services implemented by the Gender Equality Directorate in various territories. Additionally, its compliance with Ordinance No. 22-CPP-2019-2023 will be considered.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
The commitment aims to strengthen this space for citizen participation as a platform for information exchange, fostering the development of public policies, projects, and proposals for the prevention, protection, and care of victims and survivors of gender-based violence, as well as other priority groups.
These dialogue spaces enhance transparency in public management while providing the community with a means to engage with the provincial government. They offer direct access to the information needed to formulate projects that promote the prevention, care, and protection of citizens' rights, particularly for groups requiring priority attention.
