Pichincha open: Co-creation of a government platform, Pichincha Open with open information and data.

Problem

The community of Pichincha province needs free access to open-format information, which would provide potential benefits in terms of transparency and efficiency. For local governments, data is a necessary resource for productive economic activities and development.

Status quo

The lack of open data can stem from various causes, including limited awareness of the benefits of open data and how to implement it effectively, insufficient knowledge about using digital tools, adherence to traditional practices and resistance to adopting new technologies and approaches, fears that releasing certain data might compromise public safety or citizen privacy, and the absence of clear regulations and standards for collecting and publishing data, leading to inconsistencies.
In compliance with the Organic Law on Transparency and Access to Public Information (LOTAIP), the GADPP provides citizens access to administrative management information through its institutional website's transparency module.

Action

Development of an Open Government technological platform with open information and data.
This platform would enhance transparency in prefectural management, promote citizen participation, and support territorial development.

How will the commitment contribute to solving the public problem described above?

We live in a digital era where access to information is essential for all types of activities. By opening data, the government can promote the creation of businesses and innovative services that deliver social and commercial value. Data must be freely available to everyone, allowing access and use to generate new documents or products from that data without restrictions such as plagiarism, patents, or other control mechanisms.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

The Government of Pichincha province must take a step forward in transparency, going beyond the information required by law, by offering data that enables citizens to track project progress and generate inputs for economic development.
