Commitment Title
Co-creation of the Modernization of the Public Registry of Property and Commerce of the State of Quintana Roo
Problem
The lack of modernization of the registry and/or cadastral institutions of the federal entities and municipalities occurs with different graduates in each of them, which prevents the adequate exchange of information between the Public Registries of Property and Cadastres of each Entity. and in turn with the National Platform for Registry and Cadastral Information, thus limiting the legal certainty of real estate property; and generating multiple acts of corruption such as guaranteed irregular purchases, discretion in the processes, and little transparency in the valuation system, among others. Quintana Roo is one of the states that has one of the highest rates of lag in terms of modernization of the public registry.
Status quo
The Mexican state, since 2007, has been interested in addressing the problem of the Public Registries of Property and Cadastral Institutions through the Program for the Modernization of Public Registries of Property and Cadastre (PROGRAM) operated since 2013 by SEDATU with two Integral Models; to thus generate patrimonial certainty for the Citizens, since in the Institutions of the country a common problem persisted with various graduates. Currently, the state of Quintana Roo does not have projects to modernize the Public Registry of Property and State Commerce or the Cadastre, and it finds itself with high degrees of modernization lag.
Action
Co-creation between the state government, business chambers and civil society organizations of the work plan as well as execution and monitoring of the project to modernize the Public Registry of Property and Commerce (RPPC) of Quintana Roo.
How will the commitment contribute to solving the public problem described above?
“Property rights are essential elements for economic growth and social development” OECD, 2012.
In Quintana Roo, as in some states of Mexico, there is a high degree of complexity in the first instance, derived from the fact that property rights are managed by the Public Registries of Property of the state governments, while cadastres operate within the faculties of the state governments and others under the administration of municipal governments; This dilemma generates information gaps and potential acts of corruption regarding property rights.
This commitment makes it possible to generate the coordination bases for the modernization of the state's public registry from the perspective of its users: notaries, business chambers, construction companies, civil society organizations, professional associations, academia, and citizens; in the search to generate a road map that provides certainty about the rights and obligations of real estate and companies; so that it becomes an incentive for the development of the economy, tax collection purposes, and the welfare of the state. In summary, the result of these actions will give citizens greater legal certainty in their real estate assets, as well as foreign investment.

The public registry is one of the most important organisms in the state since it has in its faculties the legal certainty of land and property rights; This commitment allows modernization decisions to be made with a citizen focus and attention to the main needs of the state through open government mechanisms.
