Commitment Title
Repowering of the Geoportal of the Municipality of the Metropolitan District of Quito, especially the public works viewer, with an open data approach for free access to information and oriented to social control.
Problem
There is concern on the part of citizens regarding the state of public works in the Metropolitan District of Quito, both those under direct management and those under co-management. In this regard, citizen concerns focus on the provision of public information and accountability by local authorities, as well as the exercise of social control over municipal public works, especially with respect to citizen oversight.
Status quo
In 2021, the MDMQ made available to the public a works portal "Proyectos Quito" on its website, which seeks to provide georeferenced information on works and social projects planned for execution by the various entities and agencies of the MDMQ. The works portal "Proyectos Quito" http://proyectos.quito.gob.ec/proyectosquito/ is continuously updated, according to the progress of the works and the availability of information sources. The MDMQ does not have an official management model and/or internal flow for its administration and data updating; however, it manages and coordinates with the municipality's entities for the georeferencing and updating of information on the works and social projects planned for execution in each fiscal year.
Action
The main objective of the commitment is to strengthen the works portal "Proyectos Quito", of the Municipality of the Metropolitan District of Quito, with the analysis and citizen contributions, which considers the consolidation of integrated information management logic that guarantees its permanent updating and availability in open formats, strengthening: access to public information, informed citizen participation, decision making, accountability and social control over the works and social projects of the city. It seeks to emphasize the strengthening of the works portal "Proyectos Quito", in order to make transparent georeferenced information and progress of physical infrastructure projects in the Municipality of the Metropolitan District of Quito.
How will the commitment contribute to solving the public problem described above?
The repowering of the works portal "Proyectos Quito" of the Municipality of the Metropolitan District of Quito, will allow the publication of geo-referenced information in open formats regarding the works and social projects of the city, ensuring its permanent updating. This will contribute to the exercise of citizens' rights of access to information, citizen participation, and social control, as well as to decision-making and effective practice of accountability in relation to the execution of works and social projects planned by the different entities and agencies of the Municipality of the Metropolitan District of Quito. Based on the experiences that the municipality has had regarding the georeferencing of works and social projects, in compliance with current information standards, national and international best practices, and the current needs of citizens and the municipality.

The Municipality of the Metropolitan District of Quito is an institutional reference that promotes a consolidated open government model for public performance, based on the principles of transparency, availability of information, mechanisms for citizen participation, accountability, and social control; which affects the design of public policies and the evaluation of the management of municipal services, through participatory and collaborative processes, requires channels and communication tools that reduce the gaps in the administration-citizen relationship, ensuring access to information in an easy, timely, reliable and free manner.
