Since its pilot operation in 2014, central and local governments and some 1,300 citizens have participated and contributed to developing more than 240 policies. As the result, Gov 3.0 Design Group won the gold award in service design from iF World Design Guide, one of the top 3 global design awards. Operation and activities of the Design Groups need to be facilitated in order for the groups to settle as a new model of policy planning based on collaboration between the government and citizens. Issues on the lack of understanding on public service design in participants, who join the design tasks, and securing manpower specialized in service design should be addressed.; Main Objective: To design public services from the citizens’ viewpoint and expand policy-engaged customers by inviting citizens to directly participate in the entire process of policy development.; Brief Description of Commitment: Citizen Design Groups have been organized and design tasks are being carried out (382 tasks in total by December 2016). The government plans to publish and distribute the manual for local governments’ operation of Citizen Design Groups and expand its pool.
