Why is this commitment relevant to OGP values? (Enhancing transparency) Enhance the transparency of the national budget related to network equipment through the objective calculation of equipment capacity using the online Network Equipment Sizing System service. - Strengthen fiscal transparency since network equipment is bound to increase with equipment introduced after the implementation of e-Government (Dec. 2002) reaching the end of its lifespan and the rising importance of networks as a means of delivering information in the contactless society that has emerged after the outbreak of COVID-19 (Feb. 2020). (Government accountability) Expand opportunities for SMEs to participate in network equipment establishment projects by creating a level playing field. - Prevent overspending due to equipment orders of excessive capacity by openly announcing capacity, as calculated by the sizing system, and create a level playing field where equipment establishment projects of optimal capacity are ordered by the public sector.
What is the public problem that the commitment will address? The government is currently providing fast and effective services to the public by computerizing administrative tasks. To do so, network equipment needs to be replaced regularly, leading to network equipment orders worth 90 billion won being made annually by the government and public institutions. In 2016, public institutions were criticized for purchasing unnecessarily expensive equipment, which led to the Ministry of Science and ICT developing relevant standards and guidelines to prevent excessive sizing of network equipment (Notification, 2017). However, public institutions lack an understanding of the guidelines due to frequent changes in personnel tasked with informatization and face challenges in securing the technical expertise necessary to manually conduct equipment sizing. * Since transparent allocation and distribution of public finances is a critically important issue, the process of the government’s and public institutions’ purchases and procurement (or ordering) of supplies is directly related to fiscal transparency.
What is the commitment? The purpose of this commitment is to establish an online-based Network Equipment Sizing System to facilitate equipment sizing by informatization personnel at public institutions. This will contribute to enhancing informatization and cutting budgets by setting up appropriately sized network equipment clusters for public institutions.
How will the commitment contribute to solve the public problem? The following are specific ways to implement the commitment. When the informatization personnel at public institutions enter the institution’s traffic status and equipment requirements, the Network Equipment Sizing System will automatically calculate the optimal equipment capacity to be submitted when placing orders for equipment establishment projects. To this end, a prototype of the system for 2020 was developed and operated on a trial basis from December 2020 to April 2021, in cooperation with public institutions such as the Korea Public Finance Information Service and Korea Environment Corporation. To ensure stability, operating the Network Equipment Sizing System, providing technical support for the informatization personnel of public institutions and promoting the active use of the system will be accomplished through cooperation with a private institution with expertise in network equipment (Korea Association of Network Industries).
Exchange and Peer Learning After developing the Network Equipment Sizing System, the opinion of the Public Ordering Sector Conference will be frequently collected and reflected to ensure the stable operation of the system. * Public Ordering Sector Conference: A public-private consultative body composed of some 150 organizations including government ministries, public corporations, public enterprises (about 300 informatization personnel) and private system integrators. Conducts at least four exchange events to share information on laws and policies that need to be complied with when promoting informatization projects and the latest technology trends.
