Description
Why is this commitment relevant to OGP values? The government can enhance transparency and strengthen accountability on disaster and safety management by opening as much public data as possible. In addition, the government and the private sector can join forces to resolve diverse social problems by utilizing data, increase the convenience in people’s daily lives and lay the foundation for generating new jobs and invigorating start-ups.
What is the public problem that the commitment will address? The public’s concerns about and interest in disaster and safety management have risen sharply with the COVID-19 pandemic. The public has the right to information directly related to life and safety. The government must provide an integrated channel related to public safety so people can easily and quickly access safety information and prepare for disasters and safety issues.
What is the commitment? Establishing the National Safety Information Integrated Disclosure System Although the government has made continuous efforts to provide various data and information related to public safety, people were having to visit individual websites to access information due to the lack of an integrated channel. The Korean government is planning to establish the National Safety Information Integrated Disclosure System to enhance people’s right to know by aggregating safety information originally disclosed separately by each ministry and disclosing it to the public through a single channel. Under this plan, the government will first connect 14 systems from 11 ministries including the Ministry of the Interior and Safety, the Ministry of Land, Infrastructure and Transport and the Ministry of Trade, Industry and Energy. Furthermore, the geographic information system (GIS) will enhance convenience by enabling people to easily search and utilize information through mobile devices or the internet. The Korean government will gradually expand open data access by examining each ministry’s safety-related data, disclosure availability and integration possibilities.
How will the commitment contribute to solve the public problem? The Korean government will build a separate website, within budget, to integrate and disclose safety data and gradually advance the system by revising necessary laws and consulting with related ministries.
