Commitment Title
Collaborative Design of an Action Plan for the Implementation of Open Procurement Processes
Problem
Need for an adequate evaluation of the actions required for the implementation of open procurement processes.
Status quo
The municipality of Rosario has a bidding portal where the information of the same is published, which is also reflected in datasets of the open data portal of the municipality. However, there is no accurate evaluation of the technical and regulatory needs to include in this publication other types of purchases, as well as an analysis of requirements for the implementation of the OCP data publication standard.
In addition, it has been possible to analyze that the status (type) of the contracts in the current platform is sometimes not up-to-date, that is, the status of adjudication is not loaded. This is due to the fact that the data loading circuit is not carried out properly, since the person in charge of doing it does not always correspond to the area that made the contract request.
Action
The commitment is to design an action plan for the Implementation of Open Procurement Processes in the Municipality of Rosario. To this end, it will be sought to analyse technically and legally the state of the situation and the actions necessary to enable the implementation of the publication of information in open formats on the life cycle of public works contracts, adhering to the standards proposed by the Open Contracting Partnership. In the same way, we will seek the support and guidance of experts in the field, especially OCP, for the generation of the necessary capacities for the elaboration of an Action Plan for Open Procurement.
The final result will be an Action Plan for Open Procurement, which allows a subsequent commitment to carry out its implementation and publication, increasing transparency in public procurement processes and facilitating access to key information for the exercise of citizen control, reducing the risk of corruption.
How will the commitment contribute to solving the public problem described above?
It will allow for the unification of criteria for registering and publishing information on recruitment, procedures, among all areas of government, providing a road map for dynamic and open management, accountability and cost reduction. Likewise, once the commitment has been made and the necessary capacities have been acquired, it will allow us to continue with the creation of the Action Plan for Open Contracts, on the basis of which information on the life cycle of public procurement shall be published in digital format and on a regular basis.

This commitment contributes to our Strategic Vision of Open Government since it is framed in the decision of the current municipal management to accelerate the processes of digital transformation and deepen the construction of public policies based on data and evidence. Specifically, it provides in:
- It addresses the proper management and opening of data, implying its publication and its internal and by citizens use.
- Improves both active and passive transparency by improving access to data.
- Implement technological solutions and improve the capacities of state agents and citizens.
- To generate greater transparency, participation, collaboration and agility in the government-citizenship interrelations through the mechanisms of closeness of the government.
