Commitment Title
Generation and availability of data on hospital infrastructure and vaccination in the Municipality of São Paulo and the impact of Covid-19 on school attendance of students in the Municipal Education Network.
Problem
Low data transparency on hospital infrastructure, vaccination and impact of Covid-19 on the Municipal Education Network in the Municipality of São Paulo.
Status quo
The information related to the Covid-19 pandemic was not centralized in the Open Data Portal of the City of São Paulo, where data from all secretariats and agencies of the São Paulo City Hall are made available, making it difficult for civil society to follow up. Added to this is the fact that the characteristic of the Open Data Portal is to make available information more related to the rendering of accounts and less related to the strategies and actions of the departments and agencies of the City Hall in the face of certain public problems such as, in this case, the health crisis resulting from Covid-19.This scenario reinforced the need to qualify the active transparency and communication of information about the evolution and fight against the pandemic, which has been a complex task because it faces human and technological resources limitations, low internalization of the culture of open data in the City Hall and intersectoral actions of data generation and availability.
Action
The commitment aims to expand and qualify transparency about Covid-19 in the municipality of São Paulo. The results foresee the generation and easy access to disaggregated data in open format about vaccination and hospital infrastructure.
It also foresees that the Covid-19 Panel, a recent initiative of active transparency by the Municipal Health Secretariat to monitor the pandemic indicators, will feature simple language and a glossary of technical terms. In order to measure the impact of the pandemic on the Municipal Education Network, a report will be prepared on the school retention rate verified during the period of suspension of classroom classes, which may subsidize the construction of a new commitment in the scope of the 3rd Action Plan to implement future actions for learning recovery and school permanence.
How will the commitment contribute to solving the public problem described above?
The implementation of the commitment will qualify the active transparency performed by the Municipal Health Secretariat, regarding data and information on Covid-19, from: generation and availability of disaggregated data and in open format about vaccination and health infrastructure in the fight against Covid-19; elaboration of glossary of technical terms and adoption of simple language in the Covid-19 Panel and in the bulletins made available by the Municipal Health Secretariat. The production of a data analysis report on school retention in the Municipal Education Network of São Paulo in the pandemic period will be the basis for the creation of future actions to attack school evasion and learning loss in the pandemic.

The actions to implement the commitment will occur within the framework of the complex and universal Unified Health System (SUS), the main public health policy at the national and local level in the country. Soon, the commitment relates to the following goal of the Open Government Strategic Vision: "that open government commitments have contributed to the sustainability, strengthening, and legitimacy of finalistic public policies and municipal plans."
