Commitment Title

Establish the mechanisms and general guidelines to make the municipality of San Jerónimo, Baja Verapaz, an open municipality with participatory and transparent management for the population.

Problem

The misuse of information in the Municipality: In previous years, they indicated that there was not enough openness on the part of municipal governments to provide the information that the law establishes. On the contrary, the information had been systematically denied. As an example, many times in COMUDE it was possible to observe how formats aimed at simulating openness and accountability were used. However, these formats were not sufficiently understood by the population.

Status quo

Currently, the Municipal Public Policy of Open Government - Participatory and Transparent Management will expire in the month of October in the period 2025. The Policy has 95% compliance, being one of the greatest achievements in the Municipal Public Information Unit, obtaining a score of 98.87/100.
The Municipal Public Policy of Open Government – ​​Participatory and Transparent Management was promoted, in an Ordinary meeting of the Urban and Rural Development Council, with the participation of all community mayors, Public Institutions, Representatives of local civil entities, Representatives of women's organizations, Special Guests, Directors and Managers of the Units of this Municipality

Action

The Municipal Mayor and his Honorable Municipal Council aim to update this Municipal Public Policy of Open Government -Participatory and Transparent Management- San Jerónimo, Baja Verapaz, in order to institutionalize and align the basic conditions to strengthen the operation of the policy and citizen participation.
With the purpose of complying with and monitoring the Municipal Public Policy of Open Government, which has various actions that will help strengthen each of its objectives, emphasizing that they will be promoted with training to the different communities through assemblies and other means. social communication, mainly for young people and women, incorporating technology; and that the communities participate and are involved in the definition of their priorities, in the planning and execution of their projects, that they control their quality, and that they can provide minor maintenance, that a culture of transparency is established, not only in municipal authorities and employees but in the population in general; and thus also strengthen citizen participation and social audit in municipal management, making use of the information that the municipality makes available to the population.

Public Information Unit has basic conditions that allow it to comply with the Law and bring information to the community. Have a guide for the internal management of public information prepared and in operation.
