Open contracting system for participatory budgeting in San Pedro Garza García
Problem
According to several international organizations, public procurement poses the greatest risk of corruption for governments. The European Commission states that this type of corruption reduces the value of a public contract by 10 to 25%. Citizens have potential to help oversight in public procurement, but they are underutilized in the Municipality of San Pedro. Specifically, San Pedro lacks a strategy for citizens to monitor contracting processes and make them more efficient and open, mainly in the Decide San Pedro strategic project of participatory budgeting, the most important program for participation and contracting in the city. There are already citizens interested in participating by monitoring these processes, but San Pedro has not created the means for them to do so. There is also a need to strengthen and clean the list of suppliers and contractors.
Status quo
San Pedro complies with procurement and transparency regulations, but to achieve a world-class open procurement system it must lock-in a culture of proactive transparency around its procurement and contracting processes. Similarly, even though the Decide San Pedro platform for participatory budgeting meets minimum standards of participation, it can improve its transparency and accountability by allowing committed citizens to oversee the contracting and procurement process for their projects.
Action
The municipality of San Pedro Garza Garcia is committed to generate a digital tool for open contracting on the municipal participatory budget that is accessible, user-friendly, intuitive and transparent throughout the procurement process, allowing for real-time accountability to citizens. The platform will have open procurement standards: public information from planning to implementation; open data; and feedback mechanisms to improve decision making. In the medium term this will serve to pilot an open contracting scheme in the municipality and will, in the long term,
Promote competition and economic inclusion.
Prevent and combat corruption in procurement.
Improve the delivery and efficiency of government services.
Strengthen the capacities of informed citizenship.
Strengthen and clean the suppliers' registry to make public resources more efficient.
How will the commitment contribute to solving the public problem described above?
Open contracting system in participatory budgeting: generate an open procurement system for participatory budget projects, which will generate more citizen satisfaction and accessible accountability. Improvement of the Decide San Pedro platform: improve the user experience of citizens not only for participating in the participatory budget processes, but also for following up on the projects with allocated budget throughout the design process until their implementation and monitoring. Integration of open contracting in Decide San Pedro implement an adequate open contracting system to facilitate access to information for citizens and ensure an efficient and adequate internal information upload.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
On the one hand, at the macro level, this commitment is directly aimed at fulfilling the long-term vision of promoting an Open State model: to have efficient and transparent governments that are open to the participation of all people. Specifically, governmental efficiency and transparency point to the commitment due to the fact that open contracting seeks to improve these procurement processes and open the processes to the public. Likewise, this commitment seeks to generate an efficient government with responsible, modern and efficient institutions. This is due to the fact that the actions of the commitment seek to improve governmental processes in order to have more efficient and open contracting. In addition, with this we will be able to promote the search for a Transparent and Accountable Government in a proactive manner.
