Commitment Title
Program for the preservation of the ancestral and cultural heritage of the Tsáchila nationality through the co-creation of a provincial ordinance and publication of open data.
Problem
This commitment addresses the need to preserve the cultural and ancestral heritage of the Tsáchila Nationality, facing a lack of a legal framework to protect and promote their traditions and knowledge. The absence of access to updated and relevant information about the Tsáchila community limits their visibility and participation in provincial development, perpetuating their marginalization. Through the co-creation of a provincial ordinance and the publication of open data, it seeks to establish a legal basis for the conservation of the Tsáchila heritage and improve informed decision-making. This approach aims to ensure the preservation of their cultural legacy, encourage the community's inclusion in provincial development, and highlight its importance within Ecuador's cultural heritage.
Status quo
Currently, the Tsáchila Nationality faces the vulnerability of its cultural and ancestral heritage due to the lack of specific legal protection and active promotion. Despite scattered efforts by non-governmental organizations and some government initiatives to document and promote the Tsáchila culture, there is no provincial ordinance or open data framework that centralizes and facilitates access to relevant and updated information. This lack severely limits the community's ability to protect its traditions and fully participate in socioeconomic development. The absence of an integrated and coordinated approach has contributed to the continuation of practices that endanger the preservation of the Tsáchila legacy and its recognition within and outside Ecuador. The proposal of this commitment is an initial step towards creating a more favorable environment for the protection and promotion of the Tsáchila heritage, seeking to establish the legal and informational bases necessary for a substantial change in the current situation.
Action
The proposed commitment focuses on preserving and promoting the cultural and ancestral heritage of the Tsáchila Nationality through the co-creation of a provincial ordinance and the publication of open data. This approach aims to establish a regulatory framework that actively protects and promotes the Tsáchila legacy, while improving access to relevant and updated information about the community. Through this commitment, it is expected to strengthen the Tsáchila Nationality's capacity to manage and preserve its heritage, promoting its inclusion in provincial development and raising awareness of its culture and traditions.
How will the commitment contribute to solving the public problem described above?
This commitment proposes the creation of a program dedicated to the preservation of the ancestral and cultural heritage of the Tsáchila Nationality in Ecuador. The initiative involves the co-creation of a provincial ordinance and the publication of open data to facilitate access to relevant information about the Tsáchila community, including its population, cultural practices, and ancestral medicine, among other important aspects. The goal is to address the lack of a normative framework that protects and promotes the Tsáchila heritage and the scarcity of access to updated and relevant information about this community, situations that limit their capacity to protect and promote their traditions, customs, and ancestral knowledge. The solution seeks to provide a normative framework for the protection and promotion of the Tsáchila heritage and, at the same time, facilitate informed decision-making and the design of public policies that promote the well-being and development of the Tsáchila community.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
The commitment aligns with the Open Government strategic vision in Santo Domingo de los Tsáchilas, centered on three fundamental pillars: Transparency, Citizen Participation, and Collaboration. This approach promotes transparency by improving access to governmental information, encourages citizen participation by giving the population an active voice in decision-making, and fosters collaboration through the co-creation of policies and services between the government and citizens. The implementation of this commitment will reaffirm the Province's leadership in the field of Open Government at a national level, aiming for concrete results to improve the inhabitants' quality of life and consolidate open government practices.
