Commitment Title
Enhancing Semarang Satu Data (SEMAR SATATA) as Open, Real Time, and Integrated Data Portal.
Problem
Currently, people in Semarang still have difficulty accessing public data. For example, people who need poverty-related data, still have difficulty getting real-time data describing the poverty level in Semarang. So far, poverty is only available in the form of annual data that does not describe the micro condition and not real-time.
The Semarang City Government has been trying to accommodate information disclosure and data availability. However, the availability of new external data reached 61.82%, because there are still many Regional Apparatus Organizations (OPD) that do not have a digital data management system. As for the OPD that already has a system, especially the system of the ministry, cannot be integrated into the SEMAR SATATA system. Thus, data integrity is not ideal, but the existence of SEMAR SATATA can ensure the public's need for information disclosure and data availability.
Status quo
- Regulatory level: data governance has been regulated through Presidential Regulation 39 of 2019 related to One Data (Satu Data). The latest Semarang City Schedule has also been revised and adapted to the new reference from the Ministry of VAT/Bappenas Permen Bappenas 17/2020 on instructions to add admins in the data manufacturer. However, the president and the ministry are still not adequate as a reference to develop an integrated data governance system at the regional level.
- Implementation level: There is already a Semarang One Data portal (SEMAR SATATA, https://data.semarangkota.go.id/) whose data content rate is only 61.82%. This data is also still in the form of sectoral data.
- Implementation level: There has been no integration and collaboration of data with the community/stakeholders in one platform.
- Initiative level: There is already a road map of development of Satu Data to big data analysis. Semarang Satu Data has made codification based on SDGs/ TPB and SNI Smart City as well as the norms of metadata standards and SOP
Action
- Integration and collaboration of data development that is exhaustive, complete, accurate, and real-time.
- Development of a single data platform that accommodates data from the community and other stakeholders such as private/ business and community groups. The platform aims to ensure ease in accessing data with just one platform.
- Development of interoperability and big data analysis in policy making based on valid data and updates.
Provide information and development data that is valid, complete, accurate, realtime, and integrated. To realize this, it is necessary to have a data processing technology that is easy and fast. This technology will help data availability to reach 100% and enable analysis for regional development planning based on valid and measurable data.
How will the commitment contribute to solving the public problem described above?
This commitment have several benefits, including:
- First, the platform will improve OPD compliance to complement the data on the SEMAR SATATA platform so that the data supply will be filled up to 100%.
- Second, the community obtains valid data and updates from the SEMAR SATATA platform so that it can meet the community's demand for the data.
- Third, SEMAR SATATA data in this platform will be the basis in policy making.
- Lastly, there is a Multi Stakeholder Forum through the Data Forum that performs verification and validation of new data elements (meta data and interoperability) that will be uploaded in SEMAR SATATA
The data displayed is collaborative, sourced from Central Bureau of Statistics Indonesia (BPS), OPD, and the community presented in real time and is open. Currently a new feature is being built, namely Economic Digital Analysis, in which all data elements are adapted to the needs of the Semarang City Government and the community, especially Micro Small and Medium Enterprises (UMKM) in Semarang city who have businesses in several digital economy platforms.

The city of Semarang has a strategic vision namely “Open, inclusive, responsive and participatory Semarang City through optimization of information technology for economic recovery of the community”. This commitment particularly aims to improve the public services quality in Government Institutions to generate stakeholder trust and participation.
