Providing transparent and accountable goods and procurement services for SMEs (Small and Medium Enterprises) in Semarang through Gulo Asem program

Problem

1. In 2020, Gulo Asem site was still being developed as a prototype so it needs to be updated regularly to answer the public’s needs as well as to be more simple and user friendly. Then socialization to Regional Apparatus Organizations (OPD) as a user of Gulo Asem needs to be launched.
2. The process of curating products in January - March 2021 can reach 500 SMEs. The curation process in April - July  2021 must be closed due to the Covid-19 situation, whereas there are already many enthusiasts who bring SMEs production goods to be curated. So it is expected that there will be a reopening of the curation process in the second half of 2021, taking into account the situation of this pandemic.

Status quo

1. The curation process is currently closed
2. The packaging of SMEs products still needs to be improved because the packaging standard is still below the other large/ established products.
3. The application still needs to be repaired and upgraded to meet public needs.

Action

1. Renewal of Circular Letter regarding an appeal to provide the priority for the procurement of food and drink in the OPD (Organisasi Perangkat Daerah - regional agency/ office) by using the Application Gulo Asem, without having to leave the other marketplace, especially in Semarang City.
2. Study on the Beginning of SMEs BJP Semarang City that is transparent and accountable through the Gulo Asem program
3. Draft of Semarang City Mayor's regulation on the transparent and accountable procurement of goods and services through the priority of Gulo Asem program
4. Socialization of Gulo Asem Transactions to OPD in Semarang City Government
5. Socialization, Promotion, and Training of Gulo Asem for SMEs in Semarang City
6. Assistance of SMEs actors for registration and curation process in Gulo Asem application
7. Evaluation of Gulo Asem Program through Meeting with Semarang Mayor and OPD (Organisasi Perangkat Daerah - regional agency/ office)
