Increasing the community participation, especially vulnerable groups (women, children, seniors and people with disabilities) in development planning (Musrenbang)
Problem
There is still a lack of participation of vulnerable groups (women, children, the elderly, and people with disabilities) in development planning due to the Covid-19 situation as well as the lack of understanding of vulnerable groups to participate in the planning of the development. This has an impact on the effectiveness of Government programs that have not targeted the needs of vulnerable groups.
Status quo
As of 2020, the participation of vulnerable groups, especially women, in Musrenbang (Development Plan Deliberation - Musyawarah Rencana Pembangunan hereinafter will be referred to as Musrenbang) is only 25%. Until now, the accommodation for the proposed inputs from women, children, the elderly, and persons with disabilities proposed in the Musrenbang is 50%. So far, for the participation of women's groups only exists in 93 villages.
Action
To increase the participation of vulnerable groups (women, children, elderly, and people with disabilities) in Development Planning Deliberation (Musrenbang) in sub-district, districts, and city, OGP Local Semarang city requires 2 activities, namely Workshop on Drafting Executive Instruction (Petunjuk Pelaksanaan - Juklak) on Musrenbang And Dialogue Forum for Communities or Vulnerable Groups. Hopefully, the participation of vulnerable groups in 2023 can reach 32%.
In addition, this commitment will increase the number of proposed inputs of women, children, elderly, and people with disabilities in Musrenbang in the OPD program /activities, OGP Local Semarang city requires 2 activities namely Focus Group Discussion with Vulnerable Groups and Related Regional Agency (OPD) as well as Training of Quality Improvement Musrenbang Proposals for Communities/Vulnerable Groups. The proposed inputs from women, children, elderly, and people with disabilities in Musrenbang are accommodated in OPD programs/activities at least 70% of the total inputs by 2023.

This commitment provides access to vulnerable groups to be able to participate and give input related to their needs in Musrenbang. This commitment is expected to accommodate the proposals of vulnerable people in the implementation of OPD programs/activities.

Semarang city has a strategic vision of "Open, inclusive, responsive and participatory Semarang City through optimization of information technology for economic recovery of the community". This commitment particularly aims to increase the involvement of vulnerable groups in regional development planning activities, which in the long run will turn Semarang City as a responsive and inclusive city.
