Support Program for Migration Initiatives in the Souss-Massa Region

Problem

Migration has always been a priority for the Souss-Massa Region, as it is a strategic focus of the 2022-2027 regional development plan (PDR). This impetus faces multiple challenges, including:

• Deploying and integrating the migration dimension into strategic planning across the Souss-Massa Region: Regional Program for Migration Initiatives (PRIM);
• Creating synergies by improving strategic coordination between the central and regional levels in terms of migration: National Immigration and Asylum Strategy (NIAS), National Strategy for Moroccan Citizens Residing Abroad (SNMRE);
• Optimizing complementarity and synergy between public, private and civil society initiatives in the field of migration, and creating a multi-actor mechanism for the collection and management of migration statistics and data to better understand human mobility at the regional level;
• Improving access to services and supporting the initiatives deployed by local public and associative actors in the field of migration so that they better respond to the needs and aspirations, administrative rights, and priorities of migrant people.

Status quo

The Souss-Massa Region has a long history of emigration. Indeed, its inhabitants have emigrated to all sorts of destinations and have experienced a transit movement of migrants from different horizons, which over time has been transformed into a permanent settlement. The Souss-Massa Regional Council stands out for the interest it takes in the problems of Moroccan Citizens Residing Abroad and Third Country Nationals. This interest has manifested itself in the creation of a service specialized in this field, and in the launch of in-depth studies and consultations to draw up a regional strategy for migration and development. At the heart of this strategy is the creation of a Regional Observatory for Migration and Immigrants to study the phenomenon in all its dimensions. The Souss-Massa Region also boasts an active civil society specializing in migration and administrative Migrants' rights.

Action

The commitment aims to co-create and co-implement the following objectives:

• Setting up an Orientation and Support Center for Moroccan Citizens Residing Abroad and Third Country Nationals to promote their integration into the regional economic framework;
• Facilitating Migrants' access to administrative rights and opportunities to exploit local investment potential;
• Support Migrants and improve their integration;
• Ensure complementarity and synergy between existing initiatives in the field of Migration;

The implementation of the objectives identified above will enable us to achieve the following results by 2027:

• Improved integration of Migrants into society and the local economy;
• Facilitate access to basic services and administrative rights;
• Create a favorable investment environment, enabling Migrants' potential to be fully exploited.

How will the commitment contribute to solving the public problem described above?

The co-creation and co-implementation of the Program to Support Migration Initiatives in the Souss-Massa Region will enable the following objectives to be achieved by 2027:

• Contribute to the sustainable integration of Migrants;
• Improve Migrants' participation in social and economic services;
• Support the local economy by investing in the Souss-Massa Region's Migrant Diaspora;
• Strengthen the leadership role of the Souss-Massa Regional Council to ensure greater convergence of sectoral public policies in the field of migration.

The long-term objectives to which the commitment relating to the program of support for migration initiatives in the Souss-Massa Region relates are articulated around the following axes:

• Promote migration as a factor in the development of the Souss-Massa Region;
• Improving social and administrative support for Moroccan Citizens Residing Abroad and Third Country Nationals;
• Strengthen the capacity of civil society actors to set up economic and social projects for Migrants;
• Improve access to social and economic services so that they better meet the needs, administrative rights and priorities of Migrants.
