Civic spaces for thematic action plans
Problem
Organic law 113.14 relating to communes authorizes the establishment of consultative bodies composed of representatives of civil society, but their role is limited to advisory missions (opinions, studies, or recommendations). On the other hand, the communal action plan is a reference document for investment in local development. Aspects relating to gender, inclusion, and governance issues are obscured by the structure of the action plan, which is presented as an investment program.
Status quo
The communal action plan (CAP) is not very explicit in terms of local policy in the areas of gender, inclusiveness, culture, or sustainable development; however, the development of the CAP must integrate gender-specific approaches and the environmental dimension.
Action
This commitment consists of co-producing thematic action plans (gender, social inclusion, SDGs, young people, childhood, culture, and heritage) through the creation of consultative bodies which will be responsible for setting general guidelines, proposing actions appropriately, and validating the action plans thus produced according to a participatory approach.
How will the commitment contribute to solving the public problem described above?
It is a question of increasing the visibility and highlighting the actions programmed in the reference document which is the communal action plan (CAP) in the areas that relate to gender, inclusiveness, young people and childhood, and culture and heritage. It is also a question for the municipality of having elements of advocacy in these areas.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Civic spaces to forge a policy of inclusion is the subject of this commitment, it is also the objective of our strategic vision of open local government, it is a question of developing the missions of the consultative bodies towards tasks of co-creation action plans and the monitoring of their implementation.
