Operationalization of participatory budgeting
Problem
So far, this concept has not been implemented by Timisoara Municipality at the level of the general population, the citizens having few opportunities to influence the spending the local budget. At the same time, the level of engagement of citizens in the decision-making processes in the local administration is low.
Status quo
Very low level of response and engagement in public debates and open consultations (less than 0.2%)
Action
Participatory budgeting is a tool used to engage citizens in setting priorities for a predefined amount of the local budget. The overall objective of this commitment is to increase the engagement of citizens in identifying community priorities and spending local budget.

How will the commitment contribute to solving the public problem described above?
- Comparative study of at least 3 other models from other cities both in the country and abroad
- Elaboration and approval in the Local Council of the regulations for the Participatory Budget Campaign
- Attracting 4 representatives of the civil society in the Commission of Participatory Budget Campaign
- Attracting up to 4 local partners, NGOs to support the dissemination of the Campaign
- Launched a digital platform adapted to the local participatory budgeting model
- Identified and implemented at least 7 projects proposed and voted by citizens in the first edition of the Campaign
- Attracting about 1% of the city's population in the first edition of the participatory budget campaign (initiators, contributors to proposals and - / or voters)
