Problem
1. Development decisions are not not always based on data
2. Valuable support and involvement from IT community is lost
3. Without data we don't know
Status quo
Romanian public sector is not performing well and we generally avoid to measure this performance in order to hide the true level of "success".
Action
Overall objective: Increasing the quality and quantity of available open data
Actions:
A 3.1. Exchange of experience with other cities related to the usage of open data
A 3.2. Census of public data held by public institutions and other relevant stakeholders (e.g. universities)
A 3.3. Identification and publication of 10 high value open data sets and standardization of their structure
A 3.4. Guide for periodic identification of high value data, publication and maintenance of the published data
A 3.5. Encourage the tech community to use the open data to create city apps
A 3.6. Upgrade of the current data on budget, expenses and contracting
