Improving Integrity Management within the National Police

At present, the National Police continues to face the challenge of fragmented integrity management tools. The processes of training, reviewing candidates and conducting anti-corruption assessments are handled separately, often using paper-based records or incompatible electronic formats. This fragmentation of data and procedures makes it difficult to conduct a comprehensive analysis of corruption risks, reduces the effectiveness of management decisions and limits a holistic understanding of the state of integrity within the agency.

The main reason is the lack of a unified digital environment that brings together the key elements of anti-corruption management into a single management cycle. The existing solutions are not synchronised with one another: learning outcomes are not integrated with HR procedures, and document review relies heavily on human input and lacks sufficient automation.

To address this issue, the architecture for the ‘Integrity Police' platform has been developed. The platform is currently being tested, and individual modules have been implemented, including the online course 'Building Integrity', checklists for assessing candidates and basic reporting forms. The project has received positive feedback from international partners, including the European Union Advisory Mission in Ukraine and NATO, as a promising tool for strengthening integrity and reducing corruption risks.

Further integration of the existing digital components-training, analytics, reporting and candidate assessment-into a single, comprehensive platform is planned as part of a pilot project within the National Police. Implementation of the solution will ensure the end-to-end digitalisation of integrity management processes, whereby data generated in one module will be automatically used in others, resulting in an integrated and interconnected decision-making process.

The expected outcomes of these measures are:
- a fully functional model for digital integrity management within the National Police has been created;
- the National Police leadership has been provided with tools for the prompt assessment of and response to potential corruption risks;
- opportunities for public oversight of compliance with the principles of integrity within the National Police have been increased through public access to open data and reports, as well as feedback tools and channels for reporting violations.
