Problem
The Transparency Portal is a necessary tool for all those who wish to find out about public affairs, to access and appropriate data and information. However, it still presents challenges in terms of accessibility and comprehension, as it contains strictly technical and non-integrated content.
In this sense, reformulating the Transparency Portal to improve and expand it, with simple language and an intuitive structure, emerges as a crucial issue that aims to contribute to more transparent and efficient governance by improving and expanding the Transparency Portal of the Municipality of Vitória da Conquista.
Status quo
In 2021, the Municipal Administration made an effort to redesign the Portal with a new layout to make it easier to navigate and allow for easier and faster consultations. This reverberated in the results of the following years, especially 2023 and 2024. Currently, the Municipality is looking for ways to improve transparency and citizen inclusion, especially with regard to access to information. In 2024, it achieved a 91.29% Transparency Index in an assessment by the National Public Transparency Program - PNTP, of the Association of Members of the Brazilian Courts of Auditors (Atricon). However, there are still aspects for improvement, as we have not yet achieved our goal of enabling society as a whole to better monitor the use of public resources, because they do not know how the control mechanisms work or do not clearly understand the data and information that is so necessary to broaden participation and social control.
Action
The implementation of the commitment Reformulation of the Transparency Portal for the improvement and expansion of the Portal, with a simple language and intuitive structure, aims to contribute to more transparent and efficient governance by improving and expanding the Transparency Portal.
With the implementation of this commitment, citizens will be able to easily understand essential information about public finances, municipal management and the actions of the municipal executive for monitoring and effective social control.
How will the commitment contribute to solving the public problem described above?
- Better definition of the flow of activities between municipal departments regarding the publication of data and information, monitoring/follow-up and evaluation of the information made available on the Portal;
- Possibility of comparing and analyzing the data and information shown on the Portal;
- Strengthen Transparency, Integrity and Accountability;
- Collaborate in achieving targets 16.5, 16.6, 16.7 and 16.8, related to the Sustainable Development Goals (https://www.ipea.gov.br/ods/ods16_card.html).

It relates to the three long-term objectives for the open government strategy:
1) Disseminate the culture of government in our municipality;
2) To set up a Social Observatory that mirrors all public affairs in order to follow up, monitor, formulate and decide on social policies;
3) Influence other administrations and municipalities towards a more transparent, participatory and accountable government.
