Problem

Although the municipality of Vitória da Conquista has a long history of forming municipal councils, many of the documents have been lost over time, due to the lack of a space to bring them all together in a standardized and systematized way with information and data (social and financial accounts, minutes of meetings, calendar of meetings and links, etc).

   In this sense, the creation of a digital space for the municipal councils (a Virtual Council Room) with all the information and documents of the municipal councils of Vitória da Conquista, strengthens civic participation and broadens citizens' access to the actions and results of political and social movements.

Status quo

In the context of education, there was an effort (2014) to create the House of Councils for dialogue and exchange of experience between the councils (Education, School; Fund for Maintenance and Development of Basic Education and Valorization of Education Professionals; and School Meals). In 2021, the Municipality continued, including two modules on the Transparency Portal to disclose partnerships signed with civil society organizations and a space dedicated to information related to municipal councils. In addition to these changes, we need to make further progress in social accountability, making information public about all the municipal councils in the municipality.

Action

The creation of a digital space for municipal councils with all the information and documents of the municipal councils of Vitória da Conquista aims to strengthen civic participation by setting up a Virtual Council Room for citizens to access the actions and results of political and social movements.

   It is a digital solution that consolidates and strengthens the historical trajectory of the formation of municipal councils, amplifying voices by making available documents relating to the results of actions, for example: municipal conferences and hearings; changes and alterations to councils; decisions and proposals, among other data and information.

How will the commitment contribute to solving the public problem described above?

- Greater citizen participation in the actions of municipal councils;

- Increasing the number of mechanisms to increase the communication and transparency of social political movements with society;

- Improve popular participation in decision-making on public affairs;

- Contribute directly to the Sustainable Development Goals, concerning targets 16.6 and 16.7 (https://www.ipea.gov.br/ods/ods16_card.html).

It relates to the three long-term objectives for the open government strategy:

1) Disseminate the culture of government in our municipality;

2) To set up a Social Observatory that mirrors all public affairs in order to follow up, monitor, formulate and decide on social policies;

3) Influence other administrations and municipalities towards a more transparent, participatory and accountable government.
