Problem

Public participation is undeniably important for improving municipal management, as it strengthens the actions taken by government bodies, gives them legitimacy and helps ensure that proposals and decision-making are based on effective social policies that reduce social inequalities and promote local sustainability.

  In this context, the government needs to be even more open to creating mechanisms that strengthen citizen participation in the cycle of creating, implementing and evaluating public policies. Hence the need to create a digital channel integrated with the Governing with the People Program - a program run by the Vitória da Conquista City Council, in which each citizen can indicate and vote on investments in works and services for the locality where they live - to make available the minutes of meetings, reports on the stages and end of public consultations and reports on the execution of services.

Status quo

The Vitória da Conquista City Council, together with civil society, has been creating and/or improving different mechanisms over time to increase social participation. In 2023, the Governing with People Program was created to strengthen existing actions and promote innovation in public management to democratize decision-making processes and bring public authorities closer to the population.  It consolidates procedures and strategies so that citizens can choose which works and services are most important and necessary for the community.

    It shows progress in broadening public participation and provokes new perspectives and the need to create an integrated digital channel that shows and disseminates the accountability of the Program's actions, making it possible to evaluate the services and works carried out.

Action

The creation of a digital accountability channel integrated into the Governing with the People Program to provide minutes of meetings, reports on the stages and end of public consultations and reports on the execution of services, aims to strengthen relations with citizens for civic participation by providing a digital channel for accountability and evaluation of the services carried out by the Program.

  The intention is to guarantee an improvement in the management of the municipal public administration, through the participation of society in political and administrative decisions, with greater transparency, effective management of public resources and better budget planning for the Municipality to meet the real needs of the citizens of Vitória da Conquista.

  - Increasing transparency and accountability in decision-making;

1) Disseminate the culture of government in our municipality;

2) To set up a Social Observatory that mirrors all public affairs in order to follow up, monitor, formulate and decide on social policies;
