Commitment Title
Realizing a Participatory, Quality, Accessible, and Beneficial One Data KSB for All Parties (Inclusive)
Problem
Presidential Regulation No. 39 of 2019 concerns about One Indonesian Data to produce accurate and integrated data. The KSB government develops the One Data KSB by means of mutual cooperation, involving Gotong Royong Agents (AGR) in the process of collecting and processing data, including data indicators such as poverty to be agreed on by all stakeholders. However, it has not been able to run effectively. Several obstacles are: (1) AGR does not yet have the capacity to collect and process data and there is no technical guideline to implement Gotong Royong-based data collection; (2) there is no common understanding about data and data indicators (one indicator), especially in terms of determining poverty and the poor; (3) there has not been a joint data forum yet, at the Village, Sub-district, and District level to correct and combine data so that the data are accurate, and other obstacles. Accurate data are needed to ensure that the development of policies and programs are on target, effective and efficient.
Status quo
One of the activities in PDPGR is to collect data on the condition (profile) of the community in each region and level carried out in a participatory manner by Gotong Royong Agents (program facilitators). So far, data collection is still limited to only target recipients of certain programs/activities – according to the planned activities/fields to be implemented and there is no technical guideline in carrying out data collection. However, data indicators, such as data on poverty and the poor population have been carried out based on indicators that are set and agreed upon by the local community, in each region – according to the size/indicator of the local community. However, data indicators vary and for this, mutual agreement and understanding are needed between the local, central, provincial governments, and related agencies (regional BPS).
Action
The form of commitment: “Implementing the KBS One Data-Based Mutual Cooperation Policy”. This commitment aims to: (1) improve the availability and quality of valid, complete, accurate, and integrated data for region, village and community for the development of regional and village policies, programs and activities; (2) increase people’s participation in data collection and data management at the village, sub-district and district levels; (3) provide accurate, participatory, accountable and beneficial data and information for all parties.
How will the commitment contribute to solving the public problem described above?
The availability of valid, complete and accurate development data that are integrated in all fields, levels, and regions is very much needed as an important instrument in achieving: (1) open and informative government; (2) support the realization of West Sumbawa, West Nusa Tenggara and Indonesia One Data; (3) as the basis for making decisions/policies, programs and development activities at the regional and village/community levels; (4) create effectiveness, efficiency and synergy in the development of villages, regencies, provinces, and the center; (5) prevent disharmony/data conflict and avoid inconsistencies in the implementation of regional and village development; (6) ensure the achievement of regional and village development based on accurate and beneficial data for all parties.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
This commitment will support the realization of a data base based on mutual cooperation and assist regional governments in developing policies and innovation development programs for mutual cooperation empowerment programs with community involvement in data collection and data management in stages, which will make it easier for the community to gain access to development data and encourage the community to find out its existence and position in the regional development process. In the RPJMD of West Sumbawa Regency 2020-2024, it is stated that in the context of developing regional programs for mutual cooperation, it is necessary to develop community-based development data, use data that are interconnected, standardized, and can be shared, and use analysis from West Sumbawa big data to improve planning accuracy, performance, implementation of development, as well as the accuracy of development supervision at the regional and village level.
